في خطوة تؤكد استعادة مؤسسات الدولة حضورها بعد فترة من التوقف والانتقال الاضطراري بسبب الأوضاع الأمنية إلى بورتسودان، أعلن رئيس الوزراء السوداني كامل إدريس عودة الحكومة إلى ممارسة مهماتها من العاصمة الخرطوم.
وتجيء عودة الحكومة في ظل مساعٍ رسمية لإعادة الحياة الإدارية والخدمية إلى العاصمة، وتأكيد رمزية الخرطوم كمركز سياسي للدولة، رغم استمرار التحديات الأمنية والإنسانية في عدد من المناطق السودانية.
وجاء الإعلان خلال فعالية رسمية أُقيمت في ولاية الخرطوم، ظهر رئيس الوزراء على منصة الولاية، مؤكداً أن عودة الحكومة تمثل بداية مرحلة جديدة لإعادة تفعيل العمل التنفيذي والخدمي من داخل العاصمة.
ومن المقرر أن تُقام فعالية موسعة في مقر أمانة حكومة ولاية الخرطوم، تتضمن ترتيبات تنظيمية ولوجستية خاصة بانتقال المؤسسات.
ومنذ اندلاع القتال بين قوات الجيش السوداني والدعم السريع في شهر أبريل من العام 2023، اضطرت الحكومة السودانية إلى نقل مقارها وأعمالها التنفيذية خارج الخرطوم، بعد تعرض العاصمة لمعارك عنيفة ألحقت أضراراً واسعة بالمؤسسات الحكومية والبنية التحتية والخدمات الأساسية.
وأعلنت السلطات السودانية خلال الأشهر الماضية، أكثر من مرة خططا تدريجية لإعادة مؤسسات الدولة إلى الخرطوم، بالتوازي مع تحسن نسبي في الوضع الأمني في بعض المناطق، وبدء أعمال تأهيل للمقار الحكومية والخدمية.
وكانت الحكومة انتقلت إلى بورتسودان، على البحر الأحمر، في وقت مبكر من الحرب التي اندلعت في أبريل 2023.
ويتوقع أن تشكل إعادة الإعمار مهمة جبارة، إذ تقدر الحكومة تكلفتها بنحو 700 مليار دولار على مستوى السودان، نصفها تقريبا للخرطوم وحدها.

A large event is scheduled to take place at the headquarters of the Khartoum State Government, which will include organizational and logistical arrangements related to the relocation of institutions.
Since the outbreak of fighting between the Sudanese army and the Rapid Support Forces in April 2023, the Sudanese government has been forced to move its headquarters and executive operations outside Khartoum, after the capital experienced violent battles that caused extensive damage to government institutions, infrastructure, and essential services.
In recent months, Sudanese authorities have announced several gradual plans to return state institutions to Khartoum, in parallel with a relative improvement in the security situation in some areas, and the commencement of rehabilitation work for government and service facilities.
The government had relocated to Port Sudan, on the Red Sea, early in the war that erupted in April 2023.
It is expected that reconstruction will be a monumental task, with the government estimating its cost at around $700 billion across Sudan, nearly half of which is for Khartoum alone.
