تابع قناة عكاظ على الواتساب أعلن عضو مجلس النواب الأمريكي كارلوس خيمينيز، وهو لاجئ سابق من حكم فيديل كاسترو في كوبا، عزمه تقديم مشروع قرار إلى الكونغرس يشيد رسميًا بالرئيس الأمريكي دونالد ترمب، على خلفية العملية التي أدت إلى اعتقال الرئيس الفنزويلي نيكولاس مادورو، والذي يقبع حاليًا في سجن بمدينة نيويورك. وقال خيمينيز، الجمهوري عن ولاية فلوريدا، في تصريحات لـ«فوكس نيوز» إن ما نفذه ترمب، بالتعاون مع القوات المسلحة وأجهزة إنفاذ القانون الأمريكية، يمثل «إنجازًا استثنائيًا» تم دون سقوط أي ضحايا أمريكيين. وأضاف: «سأتقدم بقرار يهنئ الرئيس ترمب على قراره، وكذلك على الطريقة المهنية التي نُفذت بها عملية الاعتقال من قبل أجهزة إنفاذ القانون، وبدعم واضح من القوات المسلحة الأمريكية»، مُضيفًا: «يجب أن نُشيد بالرئيس وبقواتنا على حد سواء». «عقيدة دونرو» تدخل حيز التنفيذ وتُعد العملية أكبر تطبيق عملي حتى الآن لما بات يُعرف بـ«عقيدة دونرو»، في إشارة إلى مبدأ مونرو الذي أُعلن عام 1823، والذي حذّر القوى الأوروبية من التدخل في شؤون نصف الكرة الغربي. ويُقدّم ترمب هذه العقيدة بصيغة أكثر صرامة، معتبرًا أن أمن نصف الكرة الغربي مسؤولية مباشرة للولايات المتحدة. وقال خيمينيز إن اعتقال مادورو يبعث برسالة واضحة مفادها أن واشنطن مستعدة للضغط المباشر على الحكومات المعادية، مضيفًا: «لا توجد وسيلة أخرى للتعامل مع هؤلاء المرتبطين بتجارة المخدرات، إنهم لن يتخلوا عن السلطة طوعًا». وأشار إلى أن هناك مذكرة توقيف رسمية بحق مادورو، إضافة إلى مكافأة مالية قدرها 50 مليون دولار، نصفها تقريبًا أُقر خلال إدارة الرئيس السابق جو بايدن، لكنه شدد على أن «الفرق أن هذا الرئيس تحرك فعليًا ونفذ الاعتقال». حدث زلزالي في نصف الكرة الغربي ووصف خيمينيز اعتقال مادورو بأنه «حدث زلزالي» سيترك أثرًا واسعًا، مؤكدًا أن أنظمة الحكم السلطوية في مناطق أخرى من العالم باتت تراقب ما يجري بقلق. وينص مشروع القرار الذي يعتزم خيمينيز تقديمه على الإشادة بالرئيس ترمب، والقوات المسلحة الأمريكية، وأجهزة الاستخبارات، ووزارة العدل، لما وصفه بـ«النجاح الباهر لعملية العزم المطلق (Operation Absolute Resolve)» التي نُفذت في كاراكاس. ويشير القرار إلى أن مادورو وزوجته سيليا فلوريس متهمان بالتآمر في قضايا الإرهاب المرتبط بالمخدرات، وتهريب الكوكايين إلى الولايات المتحدة، وحيازة أسلحة رشاشة، وهي جرائم تُعد انتهاكات خطيرة للقانون الفيدرالي الأمريكي. سجل من القمع والانتهاكات كما يسلّط القرار الضوء على سجل نظام مادورو، مشيرًا إلى أنه في عام 2024 «اكتمل تحوله إلى حكم استبدادي كامل» بعد أن صادقت المحكمة العليا الخاضعة للنظام على حظر ترشح زعيمة المعارضة ماريا كورينا ماتشادو لمدة 15 عامًا. ويتهم القرار النظام الفنزويلي بتنفيذ آلاف عمليات القتل خارج نطاق القانون، وتعذيب المعارضين السياسيين، وبث الرعب بين السكان، ما أدى إلى أكبر أزمة نزوح في تاريخ نصف الكرة الغربي. وأكد خيمينيز أن الكونغرس «يقف متضامنًا مع الشعب الفنزويلي ويدعم انتقالًا دستوريًا سريعًا نحو انتخابات حرة ونزيهة لإعادة بناء المؤسسات الديمقراطية التي دمّرها حكم مادورو». انقسام داخل الكونغرس ورغم ذلك، حذّر خيمينيز من أن الإجماع داخل الكونغرس ليس كاملًا، قائلًا: إن بعض الأعضاء ما زالوا يدافعون عن أنظمة استبدادية أو شيوعية. وأضاف: «للأسف، لديهم من يدافع عنهم هنا في الكابيتول هيل، ويحاولون عرقلة أي خطوات تؤدي إلى الديمقراطية والحرية في نصف الكرة الغربي، هم ليسوا الأغلبية، لكنهم موجودون». U.S. Congressman Carlos Gimenez, a former refugee from Fidel Castro's rule in Cuba, announced his intention to introduce a resolution in Congress officially praising U.S. President Donald Trump, in light of the operation that led to the arrest of Venezuelan President Nicolas Maduro, who is currently imprisoned in New York City. Gimenez, a Republican from Florida, stated in remarks to "Fox News" that what Trump executed, in collaboration with the armed forces and U.S. law enforcement agencies, represents an "extraordinary achievement" accomplished without any American casualties. He added: "I will introduce a resolution congratulating President Trump on his decision, as well as on the professional manner in which the arrest operation was carried out by law enforcement agencies, with clear support from the U.S. armed forces," adding: "We should commend both the president and our troops." The "Donroe Doctrine" Comes into Effect The operation is the largest practical application to date of what has come to be known as the "Donroe Doctrine," referring to the Monroe Doctrine announced in 1823, which warned European powers against intervening in the affairs of the Western Hemisphere. Trump presents this doctrine in a more stringent form, considering that the security of the Western Hemisphere is a direct responsibility of the United States. Gimenez stated that Maduro's arrest sends a clear message that Washington is ready to exert direct pressure on hostile governments, adding: "There is no other way to deal with those involved in drug trafficking; they will not relinquish power voluntarily." He noted that there is an official arrest warrant against Maduro, along with a financial reward of $50 million, nearly half of which was approved during the administration of former President Joe Biden, but he emphasized that "the difference is that this president actually took action and executed the arrest." A Seismic Event in the Western Hemisphere Gimenez described Maduro's arrest as a "seismic event" that will leave a wide impact, affirming that authoritarian regimes in other parts of the world are now watching what is happening with concern. The resolution that Gimenez intends to introduce praises President Trump, the U.S. armed forces, intelligence agencies, and the Department of Justice for what he described as the "remarkable success of Operation Absolute Resolve" carried out in Caracas. The resolution indicates that Maduro and his wife, Cilia Flores, are accused of conspiracy in drug-related terrorism cases, cocaine trafficking to the United States, and possession of automatic weapons, which are serious violations of U.S. federal law. A Record of Repression and Violations The resolution also highlights the record of Maduro's regime, noting that in 2024 "it completed its transformation into a fully authoritarian rule" after the regime's Supreme Court approved a ban on opposition leader Maria Corina Machado's candidacy for 15 years. The resolution accuses the Venezuelan regime of carrying out thousands of extrajudicial killings, torturing political opponents, and instilling terror among the population, leading to the largest displacement crisis in the history of the Western Hemisphere. Gimenez affirmed that Congress "stands in solidarity with the Venezuelan people and supports a swift constitutional transition towards free and fair elections to rebuild the democratic institutions destroyed by Maduro's rule." Division Within Congress However, Gimenez warned that consensus within Congress is not complete, stating that some members still defend authoritarian or communist regimes.
