كشف مصدر عسكري سوري أن قوات سورية الديمقراطية «قسد» انسحبت من محور مخيم الهول، وسلّمته لقوات التحالف الدولي الذي تقوده واشنطن وسط تحليق مكثف للطائرات في سماء بلدة الهول، في حين تحدثت مصادر أخرى أن التحالف يتفاوض على تسليم المخيم إلى الحكومة السورية.

انتقال سلس للسيطرة

وكانت مصادر سورية مطلعة أفادت، اليوم (الثلاثاء)، بأن التحالف يجري مفاوضات لتسليم مخيم الهول، حيث يتم احتجاز مدنيين مرتبطين بالتنظيم الإرهابي، إلى السلطات السورية.

وقال مسؤول سوري، إن المحادثات تركز على انتقال سلس للسيطرة من قوات الأمن الكردية التي كانت تسيطر على المخيم، لتجنب أي مخاطر أمنية أو فرار للمحتجزين.

وذكرت المصادر أن اشتباكات اندلعت بين قوات سورية الديمقراطية وخلية حاولت الوصول لسجن الصناعة الذي يأوي عناصر تنظيم داعش في الحسكة.

وكانت معارك عنيفة اندلعت بين قوات قسد والجيش السوري شمال شرقي البلاد تمحورت خصوصاً حول سجون تديرها الأولى تضم عناصر من تنظيم داعش.

جمود سياسي وتبادل اتهامات

من جانبها، أعلنت هيئة العمليات في الجيش السوري، مساء الإثنين، حظر تجول كامل في مدينة الشدادي وما حولها جنوب محافظة الحسكة أقصى شمال شرق البلاد ذات الغالبية الكردية، متهمة قسد بإطلاق سراح عدد من عناصر تنظيم داعش من سجن المدينة. وأفادت وزارة الداخلية بإلقاء القبض على عشرات من الفارين.

وجاءت هذه التحركات الميدانية على وقع جمود سياسي وتبادل اتهامات، إذ لم تعد السجون، التي تضم آلاف المقاتلين من تنظيم داعش، سوريين وأجانب، منشآت احتجاز، بل ورقة ضغط حذّرت فيها قسد من أن أي سيطرة غير منضبطة قد تفتح الباب أمام عودة داعش.

تسلّم مسؤولية المنشآت

وأكدت دمشق أن ملف داعش لا يمكن استخدامه أداة ابتزاز سياسي، واتهمت قسد بتوظيفه في سياق التفاوض، موضحة أن الاتفاق بين الطرفين كان ينص على تسلّم الحكومة السورية مسؤولية هذه المنشآت.

يذكر أن المواجهات بين قسد والجيش السوري كانت بدأت قبل أكثر من أسبوع في حلب، قبل أن تنتقل إلى ريف حلب الشرقي. ثم تصاعدت بعدها المواجهات بين الجانبين، وسط تبادل للاتهامات وتحميل المسؤوليات.

ماذا تعرف عن الهول ؟

وفتحت «الإدارة الذاتية» الكردية عام 2015، مخيم الهول أمام النازحين العراقيين الفارين من «داعش»، بعد طرد التنظيم من بلدة الهول، قبل أن يتحول إلى مخيم لإيواء السوريين الفارين من عمليات التحالف الدولي، و«قسد» في منبج والرقة وريفي الحسكة ودير الزور.

وتحول المخيم إلى مأوى لعائلات تنظيم «داعش» الذين سلموا أنفسهم للتحالف و«قسد» في ريف دير الزور الشرقي، وحولت الإدارة الذاتية قسماً من مخيم روج في ريف مدينة المالكية في محافظة الحسكة، إلى مخيم لإعادة تأهيل عائلات «داعش» الراغبين في مغادرة مخيم «الهول»، والعودة إلى حياتهم الطبيعية.

ووصل عدد سكان مخيم الهول، إلى أكثر من 70 ألفاً في عام 2019، غالبيتهم من العائلات السورية والعراقية، فيما بلغ عدد العائلات الأجنبية نحو 10 آلاف ينحدرون من 56 جنسية عربية وأجنبية.

A Syrian military source revealed that the Syrian Democratic Forces (SDF) have withdrawn from the Hol Camp axis and handed it over to the U.S.-led international coalition amid intense air patrols over the town of Hol. Meanwhile, other sources reported that the coalition is negotiating the handover of the camp to the Syrian government.

Smooth Transition of Control

Informed Syrian sources reported today (Tuesday) that the coalition is conducting negotiations to hand over the Hol Camp, where civilians linked to the terrorist organization are being held, to the Syrian authorities.

A Syrian official stated that the discussions focus on a smooth transition of control from the Kurdish security forces that were managing the camp, in order to avoid any security risks or escapes by the detainees.

The sources mentioned that clashes broke out between the Syrian Democratic Forces and a cell that attempted to reach the industrial prison housing ISIS members in Hasakah.

Violent battles erupted between the SDF and the Syrian army in the northeastern part of the country, particularly centered around prisons managed by the former that contain ISIS members.

Political Stalemate and Exchange of Accusations

For its part, the operations authority of the Syrian army announced on Monday evening a complete curfew in the city of Al-Shaddadi and its surroundings in the southern Hasakah province, which has a Kurdish majority, accusing the SDF of releasing a number of ISIS members from the city's prison. The Ministry of Interior reported the arrest of dozens of escapees.

These field movements came amid a political stalemate and an exchange of accusations, as the prisons, which house thousands of ISIS fighters, both Syrian and foreign, have ceased to be mere detention facilities, but rather a pressure tactic where the SDF warned that any uncontrolled takeover could open the door for the return of ISIS.

Assumption of Responsibility for the Facilities

Damascus confirmed that the ISIS file cannot be used as a tool for political blackmail, accusing the SDF of leveraging it in negotiations, clarifying that the agreement between the two parties stipulated that the Syrian government would assume responsibility for these facilities.

It is worth noting that confrontations between the SDF and the Syrian army began over a week ago in Aleppo, before moving to the eastern countryside of Aleppo. Subsequently, confrontations escalated between the two sides, amid mutual accusations and the shifting of responsibilities.

What Do You Know About Hol?

The Kurdish "Self-Administration" opened the Hol Camp in 2015 to Iraqi displaced persons fleeing from ISIS after the organization was expelled from the town of Hol, before it turned into a camp for housing Syrians fleeing from the operations of the international coalition and the SDF in Manbij, Raqqa, and the countryside of Hasakah and Deir ez-Zor.

The camp became a refuge for families of ISIS members who surrendered to the coalition and the SDF in the eastern Deir ez-Zor countryside, and the self-administration converted part of the Roj camp in the countryside of the city of Al-Malkiya in Hasakah province into a camp for rehabilitating families of ISIS members wishing to leave the Hol Camp and return to their normal lives.

By 2019, the population of the Hol Camp reached over 70,000, the majority of whom were Syrian and Iraqi families, while the number of foreign families was about 10,000, originating from 56 Arab and foreign nationalities.
