حذّر الأمين العام للأمم المتحدة أنطونيو غوتيريش، من أن العالم يواجه تآكلاً خطيراً في الثقة وتصاعداً في سباقات التسلح، كاشفاً أن الإنفاق العسكري العالمي بلغ نحو 2,7 تريليون دولار أمريكي، ما يغذّي سباقات تسلّح جديدة. ودعا غوتيريش في كلمته أمام مؤتمر نزع السلاح، إلى إحياء منظومة نزع السلاح، ووقف سباق التسلّح النووي، ومنع عسكرة الفضاء، بوصفها ركائز أساسية لأمن دولي دائم، مؤكداً أن الخطابات المتشدّدة لا تحقّق أمناً حقيقياً. وطالب ببلورة بنية أمنية دولية متجدّدة تقوم على التعاون وتجنّب التصعيد. He urged the formulation of a renewed international security architecture based on cooperation and the avoidance of escalation.
