أطلق النائب العام رئيس مجلس النيابة العامة الدكتور خالد بن محمد اليوسف، برنامج «التحول المؤسسي» للنيابة العامة؛ لتطوير بيئة العمل وتعزيز بناء منظومة مؤسسية أكثر كفاءة وفاعلية، بما يسهم في تحسين جودة الأداء ورفع مستوى الخدمات، ولمواكبة متطلبات التحديث والتطوير المؤسسي، وذلك في ظل الدعم والاهتمام الذي توليه القيادة الرشيدة لتطوير المنظومة العدلية، وتعزيز كفاءة مؤسساتها والارتقاء بخدماتها.
ويهدف البرنامج إلى إحداث نقلة نوعية في أساليب العمل من خلال مجموعة من الأبعاد التي تمثل محاور رئيسة للعمل المحوكم، بما يدعم توجه النيابة العامة لأن تكون نموذجًا رائدًا في العمل المؤسسي والنيابي.
ويركز على كفاءة الأداء المؤسسي وريادته، والمهنية النيابية وقيمة المرتكز الموضوعي والتشريعي، والبناء الشامل للحوكمة والهندسة الإجرائية، والتحول الرقمي الكامل وجودة المخرجات ومؤشرات الأداء ورفع نتائجها، وتعزيز الانتماء والمناخ التنظيمي وكفاءة الموارد البشرية، وفعالية البرمجة المالية وإستراتيجيتها وهندستها وكفاءة الإنفاق، وتقويم سياق تجربة المستفيد وجودتها.
ويعكس البرنامج توجه النيابة العامة نحو ترسيخ أسس العمل المؤسسي وتطوير منظومته، بما يسهم في رفع جودة الإجراءات وتطوير آليات العمل وفق أفضل الممارسات، وتعزيز التحول الرقمي وجودة المخرجات ومؤشرات الأداء، والارتقاء بالمناخ التنظيمي ورفع كفاءة الموارد البشرية، وتعزيز كفاءة الإنفاق وتحقيق الاستخدام الأمثل للموارد، وتطوير تجربة المستفيد بما يعزز جودة الخدمات المقدمة.
وفي إطار ذلك، صدر قرار معاليه بتشكيل لجنة توجيهية عليا للإشراف على البرنامج، إلى جانب تشكيل فرق تنفيذية منبثقة تتولى إدارة أبعاده ومتابعة تنفيذ مستهدفاته، بما يسهم في تحقيق أهدافه في تطوير منظومة العمل المؤسسي بالنيابة العامة.
The Attorney General and Head of the Public Prosecution Council, Dr. Khalid bin Mohammed Al-Yousef, launched the "Institutional Transformation" program for the Public Prosecution; aimed at developing the work environment and enhancing the establishment of a more efficient and effective institutional system, which contributes to improving performance quality and raising service levels, in line with the requirements for modernization and institutional development, under the support and attention that the wise leadership gives to developing the judicial system and enhancing the efficiency of its institutions and upgrading its services.
The program aims to create a qualitative shift in work methods through a set of dimensions that represent the main axes for systematic work, supporting the Public Prosecution's direction to be a leading model in institutional and prosecutorial work.
It focuses on institutional performance efficiency and leadership, prosecutorial professionalism and the value of objective and legislative foundations, comprehensive governance and procedural engineering, complete digital transformation, output quality and performance indicators, enhancing belonging and the organizational climate, human resource efficiency, effective financial programming and its strategy and engineering, efficiency in spending, and evaluating the context of the beneficiary experience and its quality.
The program reflects the Public Prosecution's direction towards establishing the foundations of institutional work and developing its system, contributing to raising the quality of procedures and developing work mechanisms according to best practices, enhancing digital transformation, output quality, and performance indicators, improving the organizational climate, raising human resource efficiency, enhancing spending efficiency, achieving optimal resource utilization, and developing the beneficiary experience to improve the quality of services provided.
In this context, His Excellency issued a decision to form a high steering committee to oversee the program, along with forming executive teams to manage its dimensions and follow up on the implementation of its targets, contributing to achieving its goals in developing the institutional work system of the Public Prosecution.
