استفاق لبنان اليوم (الخميس) على مشهد مغاير، فبينما كانت العاصمة بيروت تلملم جراح «ليلة الأربعاء الدامية» التي خلفها العدوان الإسرائيلي، كانت قاعة مجلس الوزراء في قصر بعبدا تشهد ولادة موقف رسمي هو الأكثر حزماً منذ بدء التصعيد. وفي جلسة استثنائية طغى عليها هدير الطائرات الذي لم يغادر الأجواء تماماً، وضع الرئيس اللبناني جوزيف عون ورئيس الحكومة نواف سلام خارطة طريق جديدة للسيادة اللبنانية، سياسياً وميدانياً.

عون: لا وصاية على قرارنا

في مستهل الجلسة، وبنبرة لم تخلُ من العتب والمرارة، أعلن الرئيس جوزيف عون انتهاء زمن «بيانات الاستنكار» التي لم تحم المدنيين، مؤكداً أن لبنان يسعى لإعطائه فرصة حقيقية للمفاوضات أسوة بغيره من القوى الإقليمية.

ووجه رسالة واضحة للداخل والخارج، مشددا على «حصرية التفاوض»، قائلاً: «نحن دولة لها كيانها وموجودة، والدولة هي التي تفاوض، ولا نقبل بأن يفاوض أي أحد سوانا، فنحن لنا القدرة والإمكانيات للتفاوض، ولا نريد أن يفاوض أي أحد عنا وهذا أمر لا نقبل به».

ولم ينسَ عون الإشادة بـ«الملحمة الإنسانية» التي سطرتها الوزارات والأجهزة الأمنية وفوج الإطفاء والدفاع المدني والصليب الأحمر تحت الأنقاض، معتبراً أن تضامن مختلف أجهزة الدولة في احتواء نتائج العدوان هو عمل جبار خفف من وطأة الكارثة التي استهدفت المدنيين في بيوتهم.

نواف سلام: بيروت تحت السيادة الكاملة

وعقب انتهاء المداولات، خرج رئيس الحكومة نواف سلام ليعلن مقررات وصفت بالمصيرية، حيث تقرر رسمياً تصعيد الموقف دبلوماسياً عبر تقديم شكوى عاجلة إلى مجلس الأمن الدولي ضد مجزرة أمس (الأربعاء)، التي اعتبرها لبنان خرقاً فاضحاً للقانون الدولي الإنساني وضرباً لكل الجهود الدولية الرامية لوقف إطلاق النار.

أما القرار الذي شكل الحدث الأبرز، فكان التوجه الأمني الميداني، إذ واستناداً إلى «اتفاق الطائف»، أعلن سلام صدور أوامر فورية للجيش والقوى الأمنية ببسط سيطرة الدولة الكاملة على محافظة بيروت، وحصر السلاح فيها بيد القوى الشرعية وحدها دون غيرها.

ويأتي هذا القرار كخطوة تنفيذية حاسمة لضمان أمن المواطنين وممتلكاتهم، مع التشدد في ملاحقة المخالفين وإحالتهم إلى القضاء المختص، لتكون العاصمة منطلقاً لاستعادة هيبة الدولة المفقودة وسط دخان الغارات.

Lebanon woke up today (Thursday) to a different scene. While the capital, Beirut, was tending to the wounds of the "bloody Wednesday night" left by the Israeli aggression, the Council of Ministers hall in Baabda Palace witnessed the birth of an official stance that is the most resolute since the escalation began. In an extraordinary session overshadowed by the roar of aircraft that had not completely left the skies, Lebanese President Joseph Aoun and Prime Minister Nawaf Salam laid out a new roadmap for Lebanese sovereignty, both politically and on the ground.

Aoun: No guardianship over our decision

At the beginning of the session, with a tone that was not devoid of reproach and bitterness, President Joseph Aoun announced the end of the era of "statements of condemnation" that did not protect civilians, affirming that Lebanon seeks to give itself a real opportunity for negotiations, similar to other regional powers.

He sent a clear message to both the domestic and international fronts, emphasizing "the exclusivity of negotiations," stating: "we are a state with our own entity and we exist, and it is the state that negotiates. We do not accept anyone else to negotiate on our behalf; we have the capacity and the means to negotiate, and we do not want anyone to negotiate for us, and this is something we do not accept."

Aoun did not forget to praise the "humanitarian epic" that was written by the ministries, security agencies, the fire brigade, civil defense, and the Red Cross under the rubble, considering that the solidarity of various state agencies in containing the consequences of the aggression is a tremendous effort that alleviated the severity of the disaster that targeted civilians in their homes.

Nawaf Salam: Beirut under full sovereignty

Following the discussions, Prime Minister Nawaf Salam emerged to announce decisions described as fateful, where it was officially decided to escalate the diplomatic stance by filing an urgent complaint to the United Nations Security Council against the massacre of yesterday (Wednesday), which Lebanon considered a flagrant violation of international humanitarian law and a blow to all international efforts aimed at achieving a ceasefire.

The decision that marked the most significant event was the security field direction, as based on the "Taif Agreement," Salam announced the issuance of immediate orders for the army and security forces to establish complete state control over the Beirut Governorate, limiting weapons in it to the legitimate forces alone and no one else.

This decision comes as a decisive executive step to ensure the safety of citizens and their properties, with a strict approach to pursuing violators and referring them to the competent judiciary, making the capital a starting point for restoring the lost authority of the state amid the smoke of the airstrikes.
