أعلنت اللجنة الخماسية، التي تضم الأمم المتحدة والاتحاد الأفريقي والاتحاد الأوروبي وجامعة الدول العربية والهيئة الحكومية للتنمية (إيجاد)، اليوم (الثلاثاء) التزامها بتيسير حوار سياسي شامل بين السودانيين، يهدف إلى إنهاء الحرب وإرساء أسس انتقال سياسي سلمي. وحذرت اللجنة في بيان مشترك قبل يوم من انعقاد المؤتمر الدولي الثالث للسودان في برلين، من أنه مع دخول النزاع عامه الرابع، تُؤدي الأعمال العدائية المستمرة، والعنف واسع النطاق ضد المدنيين، وتزايد خطر التشرذم، إلى نزوح السكان، وتفاقم الاحتياجات الإنسانية، والتأثير على الاستقرار في جميع أنحاء المنطقة، معربة عن قلقها البالغ إزاء التدهور المستمر للوضع في السودان. احترام سيادة السودان وشددت اللجنة على الحاجة المُلحة إلى خفض العنف لمنع المزيد من المعاناة والدمار؛ وضمان حماية المدنيين والبنية التحتية الوطنية الحيوية؛ وتمكين وصول المساعدات الإنسانية بشكل كامل وآمن وسريع ومستدام إلى جميع المحتاجين، مؤكدة على «احترامها الكامل لسيادة السودان ووحدته وسلامة أراضيه». ورفضت المنظمات الخمس أي محاولة لتقويض هذه المبادئ، بما في ذلك فرض هياكل حكم موازية تُهدد بتفتيت الدولة السودانية، داعية جميع الأطراف ذات النفوذ إلى دعم جهود خفض التصعيد والمساعدة في تهيئة الظروف المواتية لسلام دائم يتم التوصل إليه عبر المفاوضات. وأشارت إلى أن المؤتمر الدولي الثالث للسودان في برلين يعد فرصةً لتعزيز المشاركة الدولية، والدعوة إلى خفض التصعيد، وإبراز وجهات نظر المدنيين السودانيين في هذه اللحظة الحاسمة من النزاع. اجتماع برلين يذكر أن اللجنة جمعت طيفاً واسعاً من مختلف الشبكات المدنية والمهنية والنسائية والشبابية والسياسية، والذين يمثل الكثير منهم شرائح أوسع من المجتمع، للمشاركة في الندوة المدنية والسياسية ضمن فعاليات مؤتمر برلين. وقالت اللجنة أن المشاركة لا تمنح أياً من المعنيين الحاضرين في برلين صفة رسمية، ولا تمنع مشاركة الآخرين في حوارات مستقبلية، معتبرة أن المؤتمر منبر للجهات المدنية السودانية المعنية للتعبير عن دعوة مشتركة لخفض التصعيد ودفع عجلة السلام السياسي الذي يقوده السودانيون. وتستضيف العاصمة الألمانية برلين مؤتمراً دولياً حول السودان، غداً (الأربعاء)، بمشاركة وزراء ومسؤولين دوليين، فيما يغيب ممثلو طرفي الصراع، الجيش السوداني وقوات الدعم السريع، ويشمل المؤتمر ثلاثة مسارات هي الاجتماع الوزاري السياسي، والاجتماع الإنساني، والاجتماع المدني السوداني. The quintet committee, which includes the United Nations, the African Union, the European Union, the Arab League, and the Intergovernmental Authority on Development (IGAD), announced today (Tuesday) its commitment to facilitating an inclusive political dialogue among Sudanese, aimed at ending the war and establishing the foundations for a peaceful political transition. The committee warned in a joint statement a day before the third international conference on Sudan in Berlin that as the conflict enters its fourth year, ongoing hostilities, widespread violence against civilians, and the increasing risk of fragmentation are leading to population displacement, worsening humanitarian needs, and impacting stability throughout the region, expressing its deep concern over the continued deterioration of the situation in Sudan. Respect for Sudan's Sovereignty The committee emphasized the urgent need to reduce violence to prevent further suffering and destruction; ensure the protection of civilians and vital national infrastructure; and enable full, safe, rapid, and sustainable access to humanitarian assistance for all those in need, reaffirming its "full respect for Sudan's sovereignty, unity, and territorial integrity." The five organizations rejected any attempts to undermine these principles, including the imposition of parallel governance structures that threaten to fragment the Sudanese state, calling on all influential parties to support de-escalation efforts and help create conducive conditions for a lasting peace achieved through negotiations. It noted that the third international conference on Sudan in Berlin represents an opportunity to enhance international engagement, call for de-escalation, and highlight the perspectives of Sudanese civilians at this critical moment of the conflict. Berlin Meeting It is noteworthy that the committee gathered a wide spectrum of various civil, professional, women's, youth, and political networks, many of whom represent broader segments of society, to participate in the civil and political seminar as part of the Berlin conference activities. The committee stated that participation does not grant any of the attendees in Berlin an official status, nor does it prevent others from participating in future dialogues, considering the conference a platform for concerned Sudanese civil entities to express a common call for de-escalation and to advance the political peace process led by Sudanese. The German capital, Berlin, will host an international conference on Sudan tomorrow (Wednesday), with the participation of ministers and international officials, while representatives of the two conflicting parties, the Sudanese army and the Rapid Support Forces, will be absent. The conference includes three tracks: the political ministerial meeting, the humanitarian meeting, and the Sudanese civil meeting.
