أكد وزير الصحة العامة والسكان اليمني الدكتور قاسم بحيبح، على عمق العلاقات اليمنية السعودية القائمة على الشراكة الإستراتيجية والمصير المشترك الواحد بين البلدين.
وقال الوزير بحيبح، في حوار مع «عكاظ»، إنه خلال جميع المراحل التي مر بها اليمن ظلت السعودية تقف إلى جانب الشعب اليمني داعمة لاستقراره وأمنه وتنميته، ولم يحدث أن غابت يوماً، مضيفاً أن دورها برز أكثر خلال العقد الأخير في تقديم نموذج نادر في العطاء الإنساني والتنموي السخي، وبمساعدات تجاوزت 1.5 مليار دولار في القطاع الصحي وحده، وهو الدعم الاكثر أثراً في حياة الناس وملامسة وجدان اليمنيين.
وتطرق وزير الصحة اليمني للدور المتميز والمتكامل بين البرنامج السعودي لتنمية وإعمار اليمن ومركز الملك سلمان للأعمال الإنسانية باعتبارهما من وسائل تقديم الدعم السعودي لليمن، لافتاً إلى أن مستشفى الأمير محمد بن سلمان في العاصمة المؤقتة عدن يشكل أحد أبرز المشاريع الإستراتيجية في تقديم الخدمات الطبية المتطورة المجانية لعموم المواطنين في مجالات القلب وإجراء العمليات الطبية المعقدة بجودة عالية ووفقاً لأحدث المعايير الطبية، وفي ما يلي نص الحوار:
• ما أولوياتكم في وزارة الصحة؟
•• بداية باسمي شخصياً وباسم كل منتسبي وزارة الصحة العامة والسكان، أتقدم بجزيل الشكر والتقدير والعرفان إلى الأشقاء في السعودية على ما قدموه ويقدمونه من دعم غير محدود للقطاع الصحي خصوصاً وبقية القطاعات الحكومية الأخرى.
تنطلق أولوياتنا في وزارة الصحة العامة والسكان من إدراكنا العميق لحجم التحديات التي واجهها القطاع الصحي خلال السنوات الماضية، نتيجة الظروف التي مرت بها البلاد، وما ترتب عليها من أعباء كبيرة على النظام الصحي في بلادنا. وحالياً نركز على تعزيز استمرارية الخدمات الصحية الأساسية وتحسين جودتها وتوسيع نطاق الوصول إليها، خصوصاً في المناطق الأكثر احتياجاً وللفئات الأكثر هشاشة وعرضة للأمراض، والعمل على إعادة تأهيل وتطوير البنية التحتية للمرافق الصحية في مختلف المحافظات، وتأهيل الكوادر الصحية، وتوفير الأدوية والمستلزمات الطبية، ودعم برامج الرعاية الصحية الأولية ومكافحة الأوبئة والأمراض المزمنة، إلى جانب ضمان استدامة الخدمات الصحية وتحسين مستوى الرعاية المقدمة للمواطن اليمني، فشعارنا للمرحلة القادمة هو «من الإنقاذ إلى البناء.. نحو نظام صحي يمني قادر على الصمود».
المملكة حاضرة إلى جانب الشعب اليمني
• حدثنا عن طبيعة العلاقة بين اليمن والسعودية؟
•• العلاقة بين البلدين علاقة تاريخية راسخة تقوم على روابط الأخوّة والجوار والمصير المشترك، وتجسدت عبر عقود من التعاون في مختلف المجالات السياسية، والاقتصادية والإنسانية والتنموية. وهي نموذج للتعاون والتكامل بين بلدين شقيقين تجمعهما روابط إنسانية وثقافية واجتماعية عميقة.
وخلال مختلف المراحل التي مر بها اليمن، كانت المملكة حاضرة إلى جانب الشعب اليمني، داعمةً لاستقراره وأمنه وتنميته. وفي السنوات الأخيرة برز دور المملكة بشكل واضح في دعم اليمن، سواء على المستوى السياسي والعسكري والاقتصادي والإنساني والتنموي، وهو ما يعكس عمق العلاقات الأخوية وحرص قيادة المملكة على الوقوف إلى جانب الشعب اليمني في مختلف الظروف، فالمملكة الملاذ الأول لليمنيين.
وقد قادت السعودية بحكمة وحنكة خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز، التحالف العربي لدعم الشرعية لاستعادة الدولة ومقدراتها، وهي الداعم الأول لليمن في كل المجالات، كما أن المملكة تحتضن الجهود السياسية لتحقيق السلام والاستقرار، انطلاقاً من مبدأ أن استقرار اليمن هو استقرار للمنطقة بأكملها.
• كيف تنظرون لقيمة وأهمية الدعم السعودي لليمن ودلالاته، وما الذي حققه؟
•• لا شك أن الدعم الذي تقدمه السعودية لليمن يمثل موقفاً أخوياً أصيلاً وصادقاً وحرصاً كبيراً على مساندة الشعب اليمني وتخفيف معاناته، ويعكس عمق العلاقات التاريخية بين البلدين. وقد كان لهذا الدعم أثر بالغ في مساندة اليمن في مختلف الظروف، ويمثل ركيزة أساسية في دعم الاستقرار والتنمية وتعزيز جهود التعافي وإعادة البناء في مختلف القطاعات. لقد ساهمت المبادرات السعودية في دعم استمرارية الخدمات الأساسية، وفي مقدمتها الخدمات الصحية.
• كيف ترون دعم السعودية للقطاع الصحي؟
•• السعودية هي الداعم الأول للقطاع الصحي في اليمن بمساعدات تجاوزت خلال العقد الأخير 1.5 مليار دولار، وشمل هذا الدعم تنفيذ العديد من المشاريع الصحية المهمة بما في ذلك إنشاء وتجهيز وتشغيل عدد كبير من المستشفيات والمراكز الصحية ومراكز الغسل والأطراف الصناعية وغيرها، وتزويدها بالمعدات الطبية الحديثة والمستلزمات الطبية والأدوية، إضافة إلى دعم برامج مكافحة الأمراض والأوبئة وتوفير الأدوية والمستلزمات الطبية للامراض المزمنة. كما ساهم هذا الدعم في تنفيذ العديد من الحملات الطبية الوطنية والبرامج الصحية التي استهدفت الفئات الأكثر احتياجاً، إلى جانب دعم برامج التدريب والتأهيل للكوادر الصحية اليمنية، أسهم في رفع مستوى الخدمات الصحية المقدمة للمواطنين.
• يُعد مستشفى الأمير محمد بن سلمان في عدن أحد أبرز أوجه الدعم.. حدثنا عن الإضافة النوعية التي يمثلها المستشفى؟
•• يمثل مستشفى الأمير محمد بن سلمان في العاصمة المؤقتة عدن، أحد المشاريع الصحية الإستراتيجية التي تعكس عمق الدعم الذي تقدمه المملكة لليمن. وهو صرح طبي متطور تم تجهيزه وفق أحدث المعايير الطبية العالمية، يمثل إضافة نوعية ومهمة للقطاع الصحي، ويعد أكبر المشاريع الطبية الحديثة التي تم إنشاؤها وتشغيلها بدعم من المملكة. وقد أسهم في تعزيز قدرات القطاع الصحي من خلال تقديم خدمات طبية متقدمة وجديدة وفق أحدث المعايير، وساعد في تخفيف الضغط على المستشفيات الأخرى في العاصمة المؤقتة عدن والمحافظات المجاورة. ويقدم خدمات تشخيصية وعلاجية متطورة مجانية في عدد من التخصصات ومنها أمراض وجراحة القلب، إضافة إلى دوره في تدريب الكوادر الطبية في تخصصات نوعية بمستويات مختلفة، الأمر الذي جعله أحد الصروح الطبية المهمة التي يستفيد منها آلاف المرضى اليمنيين والقطاع الصحي عموماً.
• وماذا عن الدعم المقدم عبر البرنامج السعودي لتنمية وإعمار اليمن، ومركز الملك سلمان للإغاثة؟
•• الجهتان ذراعان تنفيذيتان إستراتيجيتان للدعم السخي المقدم من المملكة، ولكل منهما دور متميز ومتكامل، فالبرنامج السعودي لتنمية وإعمار اليمن يعمل من خلال تدخلاته التنموية في بناء النظام الصحي على المدى الطويل من بناء وتشغيل المستشفيات والمرافق الصحية النوعية والتجهيزات الطبية والدعم النوعي في بناء قدرات وزارة الصحة وإنشاء صندوق الصحة الذي سيمثل نقلة نوعية في ديمومة تمويل القطاع الصحي.
بينما مركز الملك سلمان قدم عشرات المشاريع الإغاثية والصحية والإنسانية في مختلف أنحاء القطاع الصحي من تشغيل مرافق صحية ومراكز غسيل كلوي وأطراف صناعية ومشاريع صحية والعديد من المشاريع في مجالات التغذية وغيرها من الدعم المقدم للقطاع الصحي المتعلقة بمواجهة الأوبئة والجوائح وتوفير الأجهزة والأدوية والمستلزمات الطبية وغيرها، ما عزز تقديم الخدمات الصحية، وهنا نذكر نماذج من هذا الدعم منها؛ تشغيل مستشفى السلام في صعدة، والمستشفى السعودي في حجة، وتهيئة مستشفى شبوة الرئيسي، وكذلك تشغيل مستشفى سقطرى وأرخبيل سقطرى، وتشغيل مستشفى المخا تعز، وتشغيل أربعة مراكز للأطراف الصناعية في عدن وتعز ومأرب وسيئون، إلى جانب بناء وتجهيز وتشغيل مدينة الملك سلمان الطبية والتعليمية في محافظة المهرة، وإنشاء كلية العلوم التطبيقية والصحية بمدينة الملك سلمان الطبية والتعليمية، وإنشاء وتجهيز مستشفى سباح محافظة أبين، وإنشاء مركز الأمومة والطفولة الصحي محافظة لحج، وإنشاء مستشفى حضرموت الجامعي، وإنشاء وتجهيز مستشفى العين الريفي بمحافظة تعز، وإنشاء وتجهيز مستشفى الضالع الريفي، ودعم مراكز الغسيل الكلوي بالأدوية والمحاليل الطبية، كما قدم مركز الملك سلمان للإغاثة والأعمال الإنسانية دعماً إنسانياً واسعاً شمل تنفيذ مشاريع صحية طارئة، وتوفير الأدوية والمستلزمات الطبية، وتنظيم حملات طبية وبرامج علاجية استهدفت الفئات الأكثر احتياجاً.
الانتقال من الاستجابة للطوارئ إلى التنمية
• أشرتم إلى أن صندوق الصحة أُنشئ بدعم سعودي.. ما طبيعة هذا الصندوق، وما أبرز إسهاماته في دعم القطاع الصحي؟
•• النظام الصحي في اليمن اعتمد وبشكل كبير جداً في تشغيله على الدعم المقدم من قبل الجهات المانحة الدولية والإقليمية، وعُقدت العديد من اللقاءات والمشاورات بين قيادة الوزارة والجهات المانحة، وخرج اللقاء ببيان أكد فيه المشاركون ضرورة المحافظة على المكاسب والخدمات الصحية الأساسية المنقذة للحياة، مع الانتقال التدريجي من الاستجابة للطوارئ إلى التنمية الصحية المستدامة. وبفضل دعم الأشقاء في السعودية، تم إقرار إنشاء صندوق دعم الصحة بموجب قرار مجلس القيادة الرئاسي رقم (2) لسنة 2026. لتعزيز قدرات النظام الصحي في اليمن. ويهدف إلى توفير موارد إضافية تسهم في دعم تطوير الخدمات الصحية وتحسين مستوى الأداء في المؤسسات الصحية وسيكون رافداً كبيراً للنظام الصحي كأحد مصادر التمويل الإضافية التي تأخذ طابع الديمومة والاستمرارية.
• ما إستراتيجية قطاع الصحة للسنوات القادمة؟
•• تركز الإستراتيجية على إعادة بناء النظام الصحي، إذ تقوم الوزارة حالياً بإعادة هيكلة الوزارة التي مر عليها أكثر من 20 عاما وأصبحت لا تلبي الطموحات ولا تستجيب للتحديات الحالية التي يواجهها النظام الصحي، وتعمل الوزارة على إعداد الإستراتيجية الوطنية الصحية 2026 - 2030، لتلبية طموحات النظام الصحي بتطوير الإستراتيجية والبنية التحتية الصحية، وتوسيع خدمات الرعاية الصحية الأولية، وتحسين جودة الخدمات الطبية في المستشفيات والمراكز الصحية، إضافة إلى تعزيز نظم المعلومات الصحية وتطوير برامج التدريب والتأهيل للكوادر الطبية بما يضمن بناء نظام صحي أكثر كفاءة واستدامة.
• ما واقع الخدمات الصحية المقدمة من وزارتكم في المستشفيات والمرافق الصحية؟
•• تبذل الوزارة جهوداً كبيرة للحفاظ على استمرار تقديم الخدمات الصحية رغم التحديات. ونفذت الفترة الماضية عدد من مشاريع التأهيل والتجهيز للمستشفيات والمرافق الصحية بدعم من الأشقاء والأصدقاء وعلى رأسهم البرنامج السعودي لتنمية وإعمار اليمن، كما نعمل على تحسين الخدمات وتزويد المرافق الصحية بالمعدات والأجهزة اللازمة لضمان تقديم رعاية صحية أفضل للمواطنين. فواقع الخدمات الصحية اليوم مليء بالتحديات، إذ تعمل المرافق الصحية بطاقة بشرية ومادية تفوق قدراتها، ويستمر العمل فيها بفضل تفاني الكوادر اليمنية، فالواقع الحالي للمرافق الصحية أن هناك نقصاً في الكوادر الصحية من حيث النوع والعدد، وبعض التجهيزات الطبية تحتاج إلى صيانة أو تغيير، ومما يزيد الأمر تعقيداً هو هجرة الكوادر الصحية من الريف إلى المدينة، وكذلك الهجرة إلى خارج اليمن، ونعمل في وزارة الصحة العامة بدعم من المانحين وعلى رأسهم البرنامج السعودي لتنمية وإعمار اليمن على ردم هذه الفجوات.
• ما الذي يشغل بالكم أكثر؟
•• أكثر ما يشغل بالنا هو ضمان حصول كل مواطن يمني على الرعاية الصحية التي يستحقها، ويشغلنا أكثر الطفل اليمني الذي يُحرم من لقاح ينقذ حياته، أو الأم التي تفقد وليدها بسبب نقص في الرعاية.
• هل لا يزال هناك ما تودون التطرق إليه؟
•• أود في ختام هذا الحوار، أن أعبر عن تقديرنا العميق لكل الجهود التي تبذلها الدول الشقيقة والصديقة، والدعم الذي تقدمه الجهات المانحة والمنظمات الدولية الشريكة لدعم القطاع الصحي في اليمن وفي مقدمتها السعودية الشقيقة، ونؤكد أن وزارة الصحة ماضية في تنفيذ برامج الإصلاح والتطوير من أجل بناء نظام صحي أكثر كفاءة واستدامة، يحقق تطلعات الشعب اليمني في الحصول على خدمات صحية أفضل.
The Yemeni Minister of Public Health and Population, Dr. Qassem Baheeb, emphasized the depth of Yemeni-Saudi relations based on strategic partnership and shared destiny between the two countries.
The minister stated in an interview with "Okaz" that throughout all the stages Yemen has gone through, Saudi Arabia has stood by the Yemeni people, supporting their stability, security, and development, and has never been absent for a day. He added that its role has become more prominent over the last decade in providing a rare model of generous humanitarian and developmental giving, with assistance exceeding $1.5 billion in the health sector alone, which has had the most significant impact on people's lives and touched the hearts of Yemenis.
The Yemeni Minister of Health addressed the distinguished and integrated role between the Saudi Program for Development and Reconstruction of Yemen and the King Salman Humanitarian Aid and Relief Center, considering them as means of providing Saudi support to Yemen. He pointed out that the Prince Mohammed bin Salman Hospital in the temporary capital, Aden, represents one of the most prominent strategic projects in providing advanced free medical services to all citizens in the fields of cardiology and performing complex medical surgeries with high quality and according to the latest medical standards. Below is the text of the interview:
• What are your priorities in the Ministry of Health?
•• First, on my behalf and on behalf of all members of the Ministry of Public Health and Population, I extend my sincere thanks and appreciation to our brothers in Saudi Arabia for the unlimited support they have provided and continue to provide to the health sector in particular and other government sectors.
Our priorities in the Ministry of Public Health and Population stem from our deep understanding of the magnitude of the challenges faced by the health sector over the past years due to the circumstances the country has gone through, which have resulted in significant burdens on the health system in our country. Currently, we focus on enhancing the continuity of basic health services, improving their quality, and expanding access to them, especially in the most needy areas and for the most vulnerable and disease-prone groups. We are also working on rehabilitating and developing the infrastructure of health facilities in various governorates, training health personnel, providing medicines and medical supplies, supporting primary health care programs, and combating epidemics and chronic diseases, in addition to ensuring the sustainability of health services and improving the level of care provided to the Yemeni citizen. Our slogan for the upcoming phase is "From Rescue to Building... Towards a Resilient Yemeni Health System."
The Kingdom Stands by the Yemeni People
• Tell us about the nature of the relationship between Yemen and Saudi Arabia?
•• The relationship between the two countries is a historical and solid one based on bonds of brotherhood, neighborhood, and shared destiny, manifested through decades of cooperation in various political, economic, humanitarian, and developmental fields. It is a model of cooperation and integration between two brotherly countries united by deep humanitarian, cultural, and social ties.
Throughout the various stages Yemen has gone through, the Kingdom has been present alongside the Yemeni people, supporting their stability, security, and development. In recent years, the role of the Kingdom has become clear in supporting Yemen, whether on the political, military, economic, humanitarian, or developmental levels, reflecting the depth of brotherly relations and the Kingdom's leadership's commitment to standing by the Yemeni people in various circumstances; the Kingdom is the first refuge for Yemenis.
Saudi Arabia, under the wise leadership of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, has led the Arab coalition to support legitimacy in restoring the state and its capabilities, and it is the primary supporter of Yemen in all fields. The Kingdom also hosts political efforts to achieve peace and stability, based on the principle that the stability of Yemen is the stability of the entire region.
• How do you view the value and importance of Saudi support for Yemen and its implications, and what has it achieved?
•• There is no doubt that the support provided by Saudi Arabia to Yemen represents a genuine and sincere brotherly stance and a great commitment to assist the Yemeni people and alleviate their suffering, reflecting the depth of historical relations between the two countries. This support has had a profound impact in assisting Yemen in various circumstances and represents a fundamental pillar in supporting stability and development and enhancing recovery and reconstruction efforts in various sectors. Saudi initiatives have contributed to the continuity of basic services, foremost among them health services.
• How do you see Saudi support for the health sector?
•• Saudi Arabia is the primary supporter of the health sector in Yemen, with assistance exceeding $1.5 billion over the last decade. This support has included the implementation of many important health projects, including the establishment, equipping, and operation of a large number of hospitals, health centers, dialysis centers, prosthetics, and more, providing them with modern medical equipment, supplies, and medicines, in addition to supporting disease and epidemic control programs and providing medicines and medical supplies for chronic diseases. This support has also contributed to the execution of many national medical campaigns and health programs targeting the most vulnerable groups, alongside supporting training and rehabilitation programs for Yemeni health personnel, which has helped improve the level of health services provided to citizens.
• The Prince Mohammed bin Salman Hospital in Aden is one of the most prominent aspects of support... Tell us about the qualitative addition that the hospital represents?
•• The Prince Mohammed bin Salman Hospital in the temporary capital, Aden, represents one of the strategic health projects that reflect the depth of support provided by the Kingdom to Yemen. It is an advanced medical facility equipped according to the latest global medical standards, representing a significant and qualitative addition to the health sector, and is considered one of the largest modern medical projects established and operated with the support of the Kingdom. It has contributed to enhancing the capabilities of the health sector by providing advanced and new medical services according to the latest standards and has helped alleviate pressure on other hospitals in the temporary capital, Aden, and neighboring governorates. It offers advanced free diagnostic and therapeutic services in several specialties, including cardiology and cardiac surgery, in addition to its role in training medical personnel in specialized fields at various levels, making it one of the important medical institutions benefiting thousands of Yemeni patients and the health sector in general.
• What about the support provided through the Saudi Program for Development and Reconstruction of Yemen and the King Salman Relief Center?
•• The two entities are strategic executive arms for the generous support provided by the Kingdom, each with a distinguished and integrated role. The Saudi Program for Development and Reconstruction of Yemen works through its developmental interventions to build the health system in the long term by establishing and operating hospitals and quality health facilities, medical equipment, and providing qualitative support in building the capacities of the Ministry of Health and establishing a health fund that will represent a qualitative leap in the sustainability of funding for the health sector.
Meanwhile, the King Salman Center has provided dozens of relief, health, and humanitarian projects across the health sector, including operating health facilities, dialysis centers, prosthetics, health projects, and many projects in nutrition and other support provided to the health sector related to combating epidemics and pandemics and providing equipment, medicines, and medical supplies, which has enhanced the provision of health services. Here, we mention examples of this support, including; operating Al-Salam Hospital in Saada, the Saudi Hospital in Hajjah, rehabilitating the main hospital in Shabwa, as well as operating Socotra Hospital and the Socotra Archipelago, operating Al-Makha Hospital in Taiz, and operating four prosthetic centers in Aden, Taiz, Marib, and Seiyun, in addition to building, equipping, and operating King Salman Medical and Educational City in Al-Mahra Governorate, establishing the College of Applied and Health Sciences in King Salman Medical and Educational City, establishing and equipping Al-Sabah Hospital in Abyan Governorate, establishing a maternal and child health center in Lahij Governorate, establishing Hadhramaut University Hospital, establishing and equipping Al-Ain Rural Hospital in Taiz Governorate, establishing and equipping Al-Dhale'e Rural Hospital, and supporting dialysis centers with medicines and medical solutions. The King Salman Relief and Humanitarian Aid Center has also provided extensive humanitarian support, including implementing emergency health projects, providing medicines and medical supplies, and organizing medical campaigns and treatment programs targeting the most vulnerable groups.
Transitioning from Emergency Response to Development
• You mentioned that the Health Fund was established with Saudi support... What is the nature of this fund, and what are its most significant contributions to supporting the health sector?
•• The health system in Yemen has relied heavily on support provided by international and regional donors. Many meetings and consultations have been held between the ministry's leadership and donor entities, resulting in a statement affirming the participants' necessity to maintain the gains and essential life-saving health services while gradually transitioning from emergency response to sustainable health development. Thanks to the support of our brothers in Saudi Arabia, the establishment of the Health Support Fund was approved under the Presidential Leadership Council Decision No. (2) of 2026, to enhance the capabilities of the health system in Yemen. It aims to provide additional resources that contribute to supporting the development of health services and improving performance levels in health institutions and will be a significant source of funding for the health system as one of the additional funding sources that take on the character of sustainability and continuity.
• What is the health sector's strategy for the coming years?
•• The strategy focuses on rebuilding the health system, as the ministry is currently restructuring itself, which has not met aspirations or responded to the current challenges faced by the health system for over 20 years. The ministry is working on preparing the National Health Strategy 2026 - 2030 to meet the aspirations of the health system by developing the strategy and health infrastructure, expanding primary health care services, improving the quality of medical services in hospitals and health centers, in addition to enhancing health information systems and developing training and rehabilitation programs for medical personnel to ensure building a more efficient and sustainable health system.
• What is the reality of health services provided by your ministry in hospitals and health facilities?
•• The ministry is making significant efforts to maintain the continuity of health services despite the challenges. In the past period, several rehabilitation and equipping projects for hospitals and health facilities have been implemented with support from brothers and friends, foremost among them the Saudi Program for Development and Reconstruction of Yemen. We are also working to improve services and equip health facilities with the necessary equipment and devices to ensure better health care for citizens. The reality of health services today is filled with challenges, as health facilities operate with human and material capacities that exceed their capabilities, and work continues there thanks to the dedication of Yemeni personnel. The current reality of health facilities is that there is a shortage of health personnel in terms of quality and quantity, and some medical equipment needs maintenance or replacement. What complicates matters further is the migration of health personnel from rural areas to cities, as well as migration outside Yemen. The Ministry of Public Health is working, with the support of donors, led by the Saudi Program for Development and Reconstruction of Yemen, to bridge these gaps.
• What concerns you the most?
•• What concerns us most is ensuring that every Yemeni citizen receives the health care they deserve, and we are particularly concerned about the Yemeni child who is deprived of a life-saving vaccine, or the mother who loses her newborn due to a lack of care.
• Is there anything else you would like to address?
