نشر الاتحاد الأوروبي إرشادات جديدة تتيح لمصنّعي السيارات الكهربائية في الصين تقديم عروض للالتزام بأسعار -حدٍّ أدنى-؛ وذلك في خطوة جديدة لاحتواء الخلاف المستمر بشأن السيارات الكهربائية الصينية المدعومة.
وأوضحت المفوضية الأوروبية في بيان أن الوثيقة الإرشادية الجديدة تسمح للشركات الصينية بتقديم ما يُعرف بـ«التعهدات السعرية»، على أن تتضمن معلومات حول الاستثمارات المستقبلية داخل الاتحاد الأوروبي، مؤكدة أن جميع العروض ستخضع لتقييم قانوني وفني دقيق، وفق معايير موضوعية ومن دون تمييز، وبما يتوافق مع قواعد منظمة التجارة العالمية.
تعويض الآثار الضارة
من جانبها، رحّبت وزارة التجارة الصينية بالخطوة، مؤكدةً أنها تعكس روح الحوار والقدرة المتبادلة بين الجانبين على حل الخلافات عبر التشاور، معدة أن ذلك يصب في مصلحة العلاقات التجارية الصينية – الأوروبية والنظام التجاري الدولي القائم على القواعد.
وبموجب الآلية المقترحة، يمكن رفع الرسوم الجمركية عن أي شركة توافق المفوضية على تعهدها السعري، شريطة أن يكون الحد الأدنى لسعر الاستيراد كافياً لتعويض الآثار الضارة للدعم الحكومي الصيني، الذي ترى بروكسل أنه واسع النطاق ومتشعب داخل القطاع.
The European Union has published new guidelines allowing electric vehicle manufacturers in China to submit bids to comply with a minimum price; this is a new step to contain the ongoing dispute regarding subsidized Chinese electric vehicles.
The European Commission clarified in a statement that the new guidance document allows Chinese companies to submit what are known as "price commitments," which must include information about future investments within the European Union. It emphasized that all bids will be subject to a thorough legal and technical assessment, based on objective criteria and without discrimination, in accordance with World Trade Organization rules.
Compensating for harmful effects
For its part, the Chinese Ministry of Commerce welcomed the step, affirming that it reflects the spirit of dialogue and mutual ability between the two sides to resolve disputes through consultation, noting that this serves the interests of Chinese-European trade relations and the rules-based international trading system.
Under the proposed mechanism, tariffs can be lifted on any company whose price commitment is approved by the Commission, provided that the minimum import price is sufficient to compensate for the harmful effects of Chinese government support, which Brussels views as extensive and multifaceted within the sector.
