أكد محافظ سقطرى اليمنية رأفت الثقلي، أن حالة الاستقرار والتعافي التي تتمتع بها المحافظة ثمرة للجهود الصادقة التي تبذلها السعودية، بقيادة خادم الحرمين الشريفين وولي عهده الأمين، اللذين جعلا من سقطرى أولوية في مسار التنمية والبناء.
وقال، في حوار أجرته معه «عكاظ»، إن ما يلمسه المواطن اليوم من تحسن في قطاعات الكهرباء، والمياه، والمطارات، والتعليم هو نتاج مباشر لتدخلات البرنامج السعودي لتنمية وإعمار اليمن، الذي يمثل الرافد الأكبر للتنمية في الأرخبيل، مشيراً إلى أن السعودية كانت ولا تزال السند الحقيقي والضامن الأساسي لمسيرة البناء والازدهار في سقطرى، ونحن ماضون معهم في استكمال هذه المسيرة بما يخدم تطلعات أبناء المحافظة.

نسعى لكسر العزلة من خلال التطوير الشامل لمطار سقطرى وتزويده بأحدث الأجهزة الملاحية، والعمل الجاد نحو إنشاء ميناء شاهب الإستراتيجي. إن هذا الميناء يمثل ضرورة اقتصادية قصوى؛ فميناء حولاف الحالي لم يعد يتجاوز كونه لساناً بحرياً يعيق حركة التجارة ومعدلات الغاطس تزيد على 5 أمتار، بينما سيمثل «شاهب» الرئة التي يتنفس منها اقتصاد الأرخبيل.
والهدف والرسالة هو أننا في سقطرى نرى في المملكة العربية السعودية الشريك الصادق والضامن للتنمية؛ إذ تترجم مشروعاتها رؤية تضع مصلحة المواطن وسيادة مؤسساته فوق كل اعتبار، ليبقى الأرخبيل نموذجاً للأمن والازدهار.

This is clearly evident in education (building minds) through the establishment of four pivotal schools that accommodate more than 4,000 male and female students, and the establishment of a College of Education and a Technical Industrial Institute; this step aims to transform Socotra into a knowledge beacon that qualifies our youth to lead the future.
Health: "Safety and Stability"
Thanks to the commitment of the Saudi Program for Development and Reconstruction of Yemen to operate Khalifa Hospital and cover its operational budget and all expenses for its medical staff, we are experiencing unprecedented health stability. Today, we are moving together towards completing Hadibo General Hospital, a dream that has been stalled for more than 20 years, to serve more than 80,000 residents of the archipelago.

In the fields of health and education, we aspire to enhance the specialized medical staff and expand the scope of health facilities, in addition to completing the educational infrastructure to ensure that knowledge reaches every home in Socotra, reducing the need to travel abroad for treatment or study. As for the airport and port, they are gateways to sovereignty; there is an urgent need to complete the development of the airport and expand its runway, and to build Shahab Port, which we consider the "project of the future" to break the supply and economic isolation and facilitate trade and international navigation. I must not hide that tourism is a strategic resource for Socotra and possesses a unique natural treasure, and we need urgent interventions in building a tourism infrastructure (hotels, tourist roads, and facilities) that befits its global status, opening thousands of job opportunities for the people of the governorate. The final vision is that we do not seek mere temporary solutions, but we look forward to a developmental Marshall Plan led by the Kingdom of Saudi Arabia, including the restructuring and modernization of state components in Socotra, to transform this archipelago into a model of security and sustainable development in the heart of the Indian Ocean.
The Need for Arab and Global Tourism
• Tell us about the governorate from a tourism perspective, and what are the most prominent tourist, archaeological, and historical sites?
•• The vision to activate tourism in Socotra Archipelago indicates that opening up to Arab and global tourism will represent a historic turning point for the archipelago, as it will enhance the economic tributary and dry up the sources of unemployment by creating sustainable job opportunities for the youth of Socotra in the hospitality, guiding, and transportation sectors, which requires enhancing air connectivity (air bridges).
Tourism begins with the airport runway, so we propose opening direct flights as they are the backbone of this vision through flights from Jeddah to Socotra to connect the island with the Gulf market and those coming from Europe via Saudi airports, and flights from Cairo to Socotra to connect the island with the African and European gateways, facilitating the movement of tourists seeking eco-tourism. The hope is to attract Gulf investment and capital, especially since Socotra is virgin land for investment, and the goal is to empower the people of the governorate to partner with investors by encouraging Gulf capital to establish eco-friendly resorts that preserve the uniqueness of nature and do not harm the ecological balance.
And providing facilities and tax advantages for projects that rely on local labor. We apply the principle of transparency in dealing with these rumors; tourism in Socotra is based on the identity of the Arabian island and its authentic values, and the first and last goal is the interest of the Socotri citizen and enhancing the national economic tributary.
