نوّه وزير المالية رئيس مجلس إدارة المركز الوطني للتخصيص محمد بن عبدالله الجدعان، بموافقة مجلس الشؤون الاقتصادية والتنمية على إنهاء برنامج التخصيص، بعد أن استكمل تنفيذ أعماله ومبادراته وفق الخطة المعتمدة.
وأوضح أن برنامج التخصيص حقق منذ إطلاقه عددًا من المنجزات، من أبرزها: تأسيس المركز الوطني للتخصيص، الذي استحدث أكثر من 200 مشروع معتمد باستثمارات تُقدّر بقيمة إجمالية تبلغ 800 مليار ريال، وتوقيع ما يقارب 90 عقدًا تنوعت بين عقود نقل ملكية وشراكة بين القطاعين العام والخاص في عدة قطاعات، إلى جانب إسهامه في تعزيز دور القطاع الخاص، ورفع كفاءة تشغيل الأصول الحكومية، وتطوير البيئة التشريعية والتنظيمية الداعمة للاستثمار، بما يدعم التنوع الاقتصادي، ويرفع القدرة التنافسية للمملكة.
وأعلن الجدعان البدء بتنفيذ الإستراتيجية الوطنية للتخصيص، التي صدرت موافقة مجلس الوزراء عليها بتاريخ 4 جمادى الآخرة 1447هـ الموافق 25 نوفمبر 2025م، وتهدف إلى الرفع من جودة وكفاءة البنية التحتية والنهوض بالخدمات العامة المقدَّمة لسكان المملكة، إضافة إلى تعزيز دور القطاع الخاص في التنمية الاقتصادية المستدامة، وتمكين الحكومة من التركيز على دورها التشريعي والرقابي والتنظيمي، وتعزيز استدامتها المالية؛ بما يتماشى مع مستهدفات رؤية المملكة 2030.
وقال: "نسعى في المملكة إلى تأسيس بنية تحتية مستقبلية بجودة وكفاءة عالية، تُمكّن من تقديم خدمات عامة من الأفضل عالميًا للمواطنين والمقيمين والزائرين، وتعزز مكانة المملكة بوصفها مرجعًا عالميًا في مجال الشراكة بين القطاعين العام والخاص".
وتهدف الإستراتيجية الوطنية للتخصيص إلى رفع مستوى الرضا تجاه الخدمات المقدمة للمواطنين والمقيمين والزائرين في 18 قطاعًا مستهدفًا باستحداث عشرات الآلاف من الوظائف النوعية، وأن يبلغ إجمالي العقود الموقعة الناتجة عن الشراكة بين القطاعين العام والخاص أكثر من 220 عقدًا حتى عام 2030م، وأن تزيد قيمة الاستثمارات الرأسمالية من القطاع الخاص على 240 مليار ريال حتى عام 2030م.
ووضعت الإستراتيجية الوطنية للتخصيص، خمسة برامج رئيسة لتمكين منظومة التخصيص والارتقاء بها، و42 مبادرة تنفيذية؛ لتحقيق أهدافها ومستهدفات رؤية المملكة 2030 المتعلقة بالتخصيص، كما تتضمن برنامجًا تنفيذيًا يُعنى بتحديد وترتيب فرص التخصيص ذوات الأولوية، حيث جرى تحديد أكثر من 145 فرصة ذات أولوية، تُمثل فرصًا استثمارية جاذبة للقطاع الخاص.
ويأتي إطلاق الإستراتيجية الوطنية للتخصيص ليعلن انتهاء برنامج التخصيص حسب الخطة التي وضعت له عند إطلاقه عام 2018م، والتحول من مرحلة التأسيس التي أكملها البرنامج بنجاح إلى مرحلة التنفيذ والدفع بعجلة الإنجاز، حيث تمكّن برنامج التخصيص من تحقيق الغاية الأساسية من إنشائه.

The Minister of Finance and Chairman of the Board of Directors of the National Center for Privatization, Mohammed bin Abdullah Al-Jadaan, noted the approval of the Council of Economic and Development Affairs to end the privatization program, after it completed the implementation of its works and initiatives according to the approved plan.
He explained that the privatization program has achieved several accomplishments since its launch, the most notable of which are: the establishment of the National Center for Privatization, which initiated more than 200 approved projects with investments estimated at a total value of 800 billion riyals, and the signing of nearly 90 contracts that varied between ownership transfer contracts and public-private partnership contracts in several sectors, in addition to its contribution to enhancing the role of the private sector, improving the efficiency of government asset operations, and developing the legislative and regulatory environment supportive of investment, which supports economic diversification and enhances the competitiveness of the Kingdom.
Al-Jadaan announced the commencement of implementing the National Privatization Strategy, which received the approval of the Council of Ministers on 4 Jumada Al-Akhira 1447 AH, corresponding to November 25, 2025 AD. This strategy aims to improve the quality and efficiency of infrastructure and advance the public services provided to the residents of the Kingdom, in addition to enhancing the role of the private sector in sustainable economic development, enabling the government to focus on its legislative, regulatory, and supervisory role, and enhancing its financial sustainability; in line with the objectives of Vision 2030.
He said: "In the Kingdom, we seek to establish a future infrastructure of high quality and efficiency, enabling the provision of world-class public services to citizens, residents, and visitors, and enhancing the Kingdom's position as a global reference in the field of public-private partnerships."
The National Privatization Strategy aims to raise the level of satisfaction regarding the services provided to citizens, residents, and visitors in 18 targeted sectors by creating tens of thousands of quality jobs, and to ensure that the total signed contracts resulting from public-private partnerships exceed 220 contracts by the year 2030, and that the value of capital investments from the private sector exceeds 240 billion riyals by the year 2030.
The National Privatization Strategy has established five main programs to empower and elevate the privatization system, along with 42 executive initiatives to achieve its goals and the objectives of Vision 2030 related to privatization. It also includes an executive program concerned with identifying and prioritizing privatization opportunities, where more than 145 priority opportunities have been identified, representing attractive investment opportunities for the private sector.
The launch of the National Privatization Strategy comes to announce the end of the privatization program according to the plan set for it upon its launch in 2018, transitioning from the establishment phase, which the program successfully completed, to the implementation phase and driving the wheel of achievement, as the privatization program has managed to achieve its primary objective of establishment.
