بدأ مجلس النواب العراقي، اليوم السبت، إجراءات انتخاب رئيس جديد للجمهورية، في وقت قرر الرئيس الحالي عبد اللطيف جمال رشيد، انسحابه من سباق الترشح.

وأفادت الدائرة الإعلامية لمجلس النواب، في بيان مقتضب نقلته وكالة الأنباء العراقية (واع)، بأن رئيس المجلس هيبت الحلبوسي، أعلن رسمياً انسحاب عبد اللطيف جمال رشيد من قائمة المرشحين. وأضاف أن عدد المرشحين لمنصب رئيس الجمهورية انخفض إلى 16 مرشحاً، بعدما كان 18 مرشحاً.

وعقد البرلمان جلسته السابعة عشرة ضمن الدورة الانتخابية السادسة، السنة التشريعية الأولى، الفصل التشريعي الأول، والمخصصة لانتخاب رئيس الجمهورية، بحضور 223 نائباً.

من جانبها، أعلنت كتلة حقوق النيابية مقاطعة جلسة انتخاب رئيس الجمهورية. وقال عضو الكتلة محمد جبار الحسناوي في مؤتمر صحفي إن «كتلة حقوق النيابية قاطعت جلسة مجلس النواب اليوم لانتخاب رئيس الجمهورية احتجاجاً على تأجيل تكليف مرشح الإطار التنسيقي لمنصب رئيس الوزراء في حال انتخاب رئيس الجمهورية».

وكانت خمس كتل نيابية أعلنت حضورها إلى جلسة انتخاب رئيس الجمهورية. وقالت كل من كتلة الإعمار والتنمية، قوى الدولة الوطنية، صادقون، بابليون، وتقدم: إنها ستحضر إلى جلسة انتخاب رئيس الجمهورية.

وبينما يمنح العُرف السياسي منصب رئاسة الجمهورية للمكوّن الكردي، إلا أن الانقسام لا يزال قائماً بين الحزبين الرئيسين، الاتحاد الوطني الكردستاني والحزب الديمقراطي الكردستاني، إذ يتمسك كل طرف بمرشحه، ما يعني دخول أي جلسة مقبلة بمرشحين مختلفين دون اتفاق مسبق.

ويتنافس 16 مرشحاً على منصب رئيس الجمهورية، أبرزهم فؤاد حسين، مرشح الديمقراطي الكردستاني، ونزار آميدي مرشح الوطني الكردستاني.

وفي حال انتخاب رئيس الجمهورية، وبعد أدائه اليمين الدستورية، تكون أمامه مهلة 15 يوماً لتكليف مرشح الكتلة النيابية الأكثر عدداً بتشكيل الحكومة، وفق للمادة 76 من الدستور، على أن يقدم المرشح المكلّف تشكيلته الوزارية وبرنامجه الحكومي خلال 30 يوماً.

The Iraqi Parliament began today, Saturday, the procedures for electing a new president of the republic, at a time when the current president Abdul Latif Jamal Rashid decided to withdraw from the race.

The media department of the Parliament stated in a brief statement reported by the Iraqi News Agency (INA) that the Speaker of the Parliament, Mohammed Al-Halbousi, officially announced Abdul Latif Jamal Rashid's withdrawal from the list of candidates. It added that the number of candidates for the presidency has decreased to 16, down from 18.

The Parliament held its seventeenth session within the sixth electoral cycle, the first legislative year, the first legislative term, dedicated to electing the president of the republic, with the attendance of 223 deputies.

For its part, the Rights Bloc announced its boycott of the session to elect the president of the republic. Bloc member Mohammed Jabar Al-Hassanawi stated at a press conference that "the Rights Bloc boycotted today's session of the Parliament to elect the president of the republic in protest against the delay in assigning the candidate of the Coordination Framework for the position of Prime Minister in the event of electing a president of the republic."

Five parliamentary blocs had announced their attendance at the session to elect the president of the republic. The blocs of Reconstruction and Development, National State Forces, Sadiqoon, Babylon, and Progress stated that they would attend the session to elect the president of the republic.

While political custom grants the presidency to the Kurdish component, divisions still exist between the two main parties, the Patriotic Union of Kurdistan and the Kurdistan Democratic Party, as each side insists on its candidate, which means that any upcoming session will feature different candidates without prior agreement.

Sixteen candidates are competing for the presidency, the most prominent of whom are Fuad Hussein, the candidate of the Kurdistan Democratic Party, and Nizar Amidi, the candidate of the Patriotic Union of Kurdistan.

If a president is elected, and after taking the constitutional oath, he will have a period of 15 days to assign the candidate of the largest parliamentary bloc to form the government, according to Article 76 of the Constitution, with the assigned candidate required to present his ministerial formation and government program within 30 days.
