كثّفت منظومة وزارة البيئة بمنطقة مكة استعداداتها للحج، باعتماد سبع فرضيات تشغيلية، جرى تنفيذها من خلال تمارين محاكاة متخصصة تحاكي سيناريوهات الأزمات المحتملة بدقة عالية.
وجاءت التمارين بالشراكة مع إدارة منظمات القطاع غير الربحي، ومكتب الوزارة بالعاصمة المقدسة، والشركة الوطنية للخدمات الزراعية، إلى جانب المركز الوطني للوقاية من الآفات النباتية والأمراض الحيوانية ومكافحتها «وقاء» بهدف بناء منظومة قادرة على الاستجابة الفورية والفعّالة في أصعب الظروف.
ولا تقتصر هذه التمارين على الجانب النظري، بل تم تصميمها لتكون بيئات تشغيلية تحاكي الواقع، وجرى اختبار خطط الطوارئ واستمرارية الأعمال ميدانيًا، والتأكد من جاهزيتها للتطبيق العملي تحت ضغط الأحداث. كما ركزت على رفع كفاءة الكوادر البشرية، وتعزيز قدرتها على اتخاذ القرار السريع، بما يحد من تداعيات المخاطر ويقلل من آثارها المحتملة.
وأتاحت الفرضيات تقييمًا دقيقًا لكفاءة الموارد البشرية والتقنية، مع كشف نقاط الضعف والفجوات في آليات الاستجابة، ما يفتح المجال لتطويرها قبل دخول الموسم الفعلي. كما أسهمت في تحسين قنوات التواصل والتنسيق بين الجهات المعنية، داخليًا وخارجيًا، بما يضمن تكامل الأدوار وسلاسة إدارة الحوادث عند وقوعها.
The Ministry of Environment's system in the Makkah region has intensified its preparations for Hajj by adopting seven operational hypotheses, which were implemented through specialized simulation exercises that accurately mimic potential crisis scenarios.
The exercises were conducted in partnership with the Department of Non-Profit Sector Organizations, the Ministry's office in the holy city, the National Agricultural Services Company, as well as the National Center for Plant Pests and Animal Diseases Prevention and Control, "Waqea," with the aim of building a system capable of immediate and effective response in the most challenging circumstances.
These exercises are not limited to theoretical aspects; they were designed to create operational environments that simulate reality, and emergency plans and business continuity were tested in the field to ensure their readiness for practical application under the pressure of events. They also focused on enhancing the efficiency of human resources and boosting their ability to make quick decisions, which mitigates the repercussions of risks and reduces their potential impacts.
The hypotheses provided an accurate assessment of the efficiency of human and technical resources, revealing weaknesses and gaps in response mechanisms, which opens the door for their development before the actual season begins. They also contributed to improving communication and coordination channels between the relevant parties, both internally and externally, ensuring the integration of roles and the smooth management of incidents when they occur.
