رصد التقرير السنوي لـ«اللجنة الوزارية للسلامة المرورية» للعام 2025 تحولًا لافتًا في مؤشرات السلامة في السعودية، بتحقيق انخفاضات تاريخية في مؤشر وفيات الحوادث المرورية تجاوزت (60%) خلال الفترة من عام 2016 حتى عام 2025، وهي نتيجة للعمل التكاملي والمكثف ضمن منظومة اللجنة، والجهود المشتركة بين مختلف القطاعات، وتطوير وتنفيذ التشريعات الضبطية والتوسع في استخدام التقنية للحد من ارتكاب المخالفات، ورفع كفاءة البنية التحتية، وتحسين الاستجابة للحوادث.
واستعرض التقرير أبرز بيانات الحوادث المرورية، ونتائج مؤشرات الأداء الإستراتيجية والتنفيذية، والمستهدفات حتى عام 2027، إلى جانب تقييم واقع الشأن المروري في مناطق السعودية، وملخص قرارات اللجان ومنجزات الجهات الأعضاء المحققة، بما يعزز مستهدفات رؤية 2030 في الارتقاء بجودة الحياة، وخفض الوفيات والإصابات الناتجة عن الحوادث.
وأشار التقرير الإحصائي إلى الجهود التي بُذلت والدعم المستمر للمشاريع والمبادرات الهادفة لتطوير ملف الشأن المروري في السعودية وفق أفضل المعايير والممارسات الوطنية والدولية المعتمدة التي تسهم بتوجيهات خادم الحرمين وولي العهد في وصول المملكة إلى الريادة ضمن الدول الأكثر تقدمًا في جميع جوانب الشأن المروري.
إبعاد مرتكبي الحوادث الخطيرة
جاء في التقرير أن عام 2025 شهد عددًا من المنجزات النوعية أبرزها تحديث نظام المرور ليشمل إبعاد السائقين الأجانب المرتكبين مخالفات مرورية خطيرة، واعتماد نظام النقل البري ولائحته التنفيذية، وتسجيل تحسن في زمن الاستجابة للحالات الطارئة، والبدء باعتماد معايير «كود الطرق» في المشاريع الجديدة.
وعن ترتيب المناطق وفق الأفضلية في معايير العناية بالشأن المروري، حققت المنطقة الشرقية المرتبة الأولى على مستوى مناطق المملكة، تليها منطقة الجوف، ثم منطقة جازان.
وفي بيانات الحوادث المرورية، كان «اصطدام مركبة متحركة» في مقدمة أنواع الحوادث المرورية خلال عام 2025 بنسبة (92.8%)، تلاه «اصطدام مركبة واقفة» بنسبة (3.7%)، ثم اصطدام جسم ثابت بنسبة (1.6%)، فيما سجل انقلاب المركبة والدهس نسبة (0.4%)، وجاءت الأسباب الأخرى بنسبة (1.8%).
المسافة الآمنة والانحراف أبرز الأسباب
التقرير بيَّن أن أبرز مسببات الحوادث المرورية تمثلت في «عدم ترك مسافة آمنة» بنسبة (29.2%)، والانحراف المفاجئ بنسبة (27.9%)، ومخالفة أحقية المرور بنسبة (10.3%)، والانشغال عن القيادة بنسبة (5.6%)، وعكس اتجاه السير بنسبة (0.7%)، وهي مؤشرات تبرز أهمية تعزيز الالتزام السلوكي لدى مستخدمي الطرق.
وتطرق التقرير إلى ارتفاع التكاليف الاقتصادية للحوادث بين عامي (2024-2025) بمقدار (2.2) مليار، فيما بلغت الوفرة التراكمية في التكاليف الاقتصادية التقديرية الناتجة عن التدخلات الهادفة إلى خفض الحوادث المرورية ونتائجها (83.6) مليار خلال الفترة من (2016 إلى 2025)، مع استبعاد عامي (2020-2021) بسبب جائحة كورونا.
وتناول التقرير واقع الشأن المروري داخل المدن وخارجها، وأعداد الوفيات والإصابات ومعدلاتها لكل (100) ألف نسمة، ونسب ارتكاب الحوادث بحسب الفئات العمرية والجنسيات، إلى جانب مقارنة المؤشرات الإستراتيجية في المملكة مع دول مختارة من مجموعة العشرين.
The annual report of the "Ministerial Committee for Traffic Safety" for the year 2025 observed a remarkable shift in safety indicators in Saudi Arabia, achieving historic reductions in the traffic accident fatality rate exceeding (60%) during the period from 2016 to 2025. This is the result of integrated and intensive efforts within the committee's framework, and the joint efforts among various sectors, the development and implementation of regulatory legislation, the expansion of technology use to reduce violations, the enhancement of infrastructure efficiency, and the improvement of accident response.
The report reviewed the most significant traffic accident data, the results of strategic and executive performance indicators, and targets up to 2027, along with an assessment of the current state of traffic issues in Saudi regions, and a summary of the committees' decisions and the achievements of member entities, which enhance the targets of Vision 2030 in improving quality of life and reducing fatalities and injuries resulting from accidents.
The statistical report indicated the efforts made and the ongoing support for projects and initiatives aimed at developing the traffic file in Saudi Arabia according to the best national and international standards and practices, contributing to the guidance of the Custodian of the Two Holy Mosques and the Crown Prince in leading the Kingdom to be among the most advanced countries in all aspects of traffic affairs.
Removing Dangerous Accident Offenders
The report stated that the year 2025 witnessed several qualitative achievements, the most notable of which was the update of the traffic system to include the removal of foreign drivers committing serious traffic violations, the adoption of the land transport system and its executive regulations, an improvement in emergency response times, and the commencement of adopting "Road Code" standards in new projects.
Regarding the ranking of regions based on traffic care criteria, the Eastern Province achieved the first position among the regions of the Kingdom, followed by the Al-Jawf region, and then the Jazan region.
In traffic accident data, "collision with a moving vehicle" was the most common type of traffic accident in 2025, accounting for (92.8%), followed by "collision with a stationary vehicle" at (3.7%), then collision with a fixed object at (1.6%), while vehicle rollover and pedestrian accidents recorded (0.4%), and other causes accounted for (1.8%).
Safe Distance and Sudden Deviations as Major Causes
The report indicated that the main causes of traffic accidents were "not leaving a safe distance" at (29.2%), sudden deviation at (27.9%), violating right of way at (10.3%), distraction from driving at (5.6%), and driving against traffic at (0.7%), which are indicators highlighting the importance of enhancing behavioral compliance among road users.
The report addressed the rising economic costs of accidents between the years (2024-2025) by (2.2) billion, while the cumulative savings in estimated economic costs resulting from interventions aimed at reducing traffic accidents and their outcomes reached (83.6) billion during the period from (2016 to 2025), excluding the years (2020-2021) due to the COVID-19 pandemic.
The report discussed the state of traffic issues within and outside cities, the number of fatalities and injuries and their rates per (100) thousand people, the rates of accidents by age groups and nationalities, in addition to comparing strategic indicators in the Kingdom with selected countries from the G20.
