يستعجل كثير من سكان مدينة جدة خروج أمينها الجديد على الملأ ليقول شيئاً ما بشأن ما ينوي تقديمه للمدينة، والبعض يطالبه بلقاء موسّع مع وسائل الإعلام يعرض فيه أفكاره ورؤيته. وفي المجالس الجدّاوية يتصدّر موضوع الأمين الجديد نقاشات الحاضرين الذين يتبرع كل منهم بتقديم الأولويات من وجهة نظره، بينما ينتقد بعضهم صمت وانزواء الأمين إلى الآن.

هؤلاء كلهم مستعجلون، وأرى أن الأمين الجديد مصيب في عدم المسارعة بالإدلاء بتصريحات إنشائية لا تفيد. التصريحات الفضفاضة المليئة بالوعود كانت سمة من سمات الماضي، فقد كان معتاداً أن يطلب المسؤول فور تعيينه مندوبي وسائل الإعلام للتصريح بما يمكن ولا يمكن، وبما يستطيع ولا يستطيع، حتى قبل أن يتصفح الملفات المتراكمة على مكتب سلفه، ثم تمضي الأيام والسنوات ويكتشف الناس أنها كانت مجرد تصريحات مجانية للاستهلاك الإعلامي والتخدير المجتمعي.

لم تكن هناك رؤية واضحة محددة، ولا برنامج عمل تنفيذي، ولا جدول زمني، ولا حوكمة ولا متابعة ولا مؤشرات إنجاز في كل الجهات والأجهزة الحكومية، ولذلك كان الكلام سهلاً والوعود أسهل.

الآن الوضع مختلف جذرياً، لم يعد للاجتهادات الشخصية العشوائية مكان منذ بدء تنفيذ رؤية 2030، كل مسؤول يعمل ضمن منظومة كبيرة وفق معايير منضبطة لتحقيق أهداف محددة في إطار زمني محدد. وبالتالي فإن الأمين الجديد لمدينة كبرى مثل جدة مثخنة بالتراكمات يحتاج وقتاً لمعرفة أوضاعها بهدوء، والخطط المعتمدة لها سابقاً، والمشاريع التي نفذت والتي قيد التنفيذ وما سوف ينفذ مستقبلاً. هذه الأمور تحتاج وقتاً للإحاطة بها، ناهيكم عن الحاجة إلى التعرّف على بيئة العمل وتفاصيل أخرى لا تخفى على من يعرف طبيعة العمل في أجهزة كبيرة ومعقدة كالأمانات.

هذه قناعتي الشخصية، ولست محامياً عن الأمين ولا أعرفه شخصياً ولم أقابله أبداً، لكن المنطق يقتضي أن نمنحه الوقت الكافي، وبعد ذلك من حقنا مطالبته بالحديث عما لديه وما سيفعله، ويسري هذا على أي مسؤول جديد في أي جهة ذات علاقة مباشرة بخدمات المجتمع. خذ وقتك الكافي يا معالي الأمين، ولكن «لا يطوّل غيابك» كما يقول الفنان محمد عبده.

Many residents of Jeddah are eager for its new secretary to come forward publicly to say something about what he intends to offer the city, and some are calling for an extensive meeting with the media to present his ideas and vision. In Jeddah's gatherings, the topic of the new secretary dominates the discussions of those present, each of whom volunteers to present their priorities from their perspective, while some criticize the secretary's silence and withdrawal so far.

All of these people are impatient, and I believe that the new secretary is right not to rush into making empty statements that are of no benefit. Vague statements filled with promises were a hallmark of the past; it was common for officials to request media representatives immediately upon their appointment to declare what they could and could not do, even before they had browsed through the piled-up files on their predecessor's desk. Days and years would pass, and people would discover that these were merely free statements for media consumption and societal sedation.

There was no clear, defined vision, no executive work program, no timeline, no governance, no follow-up, and no performance indicators across all government entities and agencies, which made talking easy and promises even easier.

Now, the situation is fundamentally different. Random personal speculations have no place since the implementation of Vision 2030. Each official works within a large system according to disciplined standards to achieve specific goals within a defined timeframe. Therefore, the new secretary of a major city like Jeddah, burdened with past accumulations, needs time to calmly understand its conditions, the plans previously approved for it, the projects that have been executed, those underway, and what will be implemented in the future. These matters require time to grasp, not to mention the need to familiarize oneself with the work environment and other details that are not hidden from someone who understands the nature of work in large and complex entities like secretariats.

This is my personal conviction, and I am not an advocate for the secretary, nor do I know him personally or have I ever met him, but logic dictates that we give him enough time. After that, we have the right to demand that he speak about what he has and what he will do, and this applies to any new official in any entity directly related to community services. Take your time, dear secretary, but "don’t take too long to be absent," as the artist Mohammed Abdu says.
