في الدول التي تُدار بعقل الدولة لا برد الفعل، لا يُفهم الأمن القومي باعتباره شأناً أمنياً محضاً، بل بوصفه منظومة متكاملة تبدأ من الإنسان، ومن وعيه تحديداً. ولهذا، لم يكن الشباب يوماً ملفاً اجتماعياً منفصلاً عن الواقع، بل ظلوا في صلب معادلة الاستقرار، وصمّام الأمان الأهم في مواجهة محاولات إعادة تشكيل الوعي خارج سياقه الوطني.

فالدولة التي تراهن على شبابها لا تخاطبهم عند الأزمات فقط، ولا تستدعيهم عند الضجيج، بل تبني معهم علاقة طويلة المدى قوامها الثقة، والعمل، والفرص الحقيقية. ومن هنا، لم يكن توصيف القيادة للشباب السعودي بوصفهم «الطاقة الحقيقية والقوة الحقيقية لتحقيق الرؤية» توصيفاً احتفائياً، بقدر ما كان تعريفاً لطبيعة المشروع السعودي نفسه: مشروع دولة ترى في وعي شبابها نواةً للأمن، وفي اندماجهم في مسار التنمية ضمانة للاستقرار.

في هذا السياق، يُفهم خطاب الدولة حين تتناول مسألة الاستهداف غير المباشر بوصفه تشخيصاً واعياً للتحدي الحديث، لا خطاب شعبوياً أو رد فعل لحظياً. فحين يشير المتحدث الرسمي للرئاسة العامة لأمن الدولة إلى ما وصفه بـ«الغزو المعلوماتي»، والتنبيه إلى خطورة الانسياق خلف أفكار لا تنسجم مع الواقع الوطني، فهو لا يطلق تحذيراً عابراً، بقدر ما يضع وصفاً جوهرياً لطبيعة التهديد في زمن مفتوح المصادر والرسائل: تهديد يستهدف الوعي قبل السلوك، والفكرة قبل الفعل.

وهنا تتجلّى إحدى أخطر صور التحديات المعاصرة، وهي ما يمكن تسميته بالعداء الوطني الناعم. هذا النمط من العداء لا يتخذ شكل الخصومة المباشرة، ولا يرفع شعارات صدامية، بل يتسلل عبر خطاب يبدو عقلانياً، أو نصائح تُقدَّم في ثوب الحرص، أو مقارنات تُطرح على أنها واقعية. جوهر هذا الخطاب ليس نقد السياسات، بل تقويض الثقة، ولا مساءلة الأداء، بل إضعاف الإيمان بالمشروع نفسه، عبر تصوير الإنجاز على أنه مؤقت، والطموح على أنه مبالغة، والتحول على أنه مغامرة غير محسوبة.

العداء الوطني الناعم لا يسعى إلى المواجهة، بل إلى الإرباك. لا يطلب الرفض، بل يزرع الشك. ولا يستهدف الدولة بوصفها كياناً، بل يستهدف المواطن والشاب تحديداً بوصفه حامل المعنى وصانع المستقبل. وخطورته أنه لا يُكتشف بسهولة، لأنه يعمل على إعادة تفسير الواقع خارج سياقه، وتفكيك السردية الوطنية بهدوء ودون إعلان خصومة صريحة.

من هنا، يصبح الشباب خط الدفاع الأول، لا لأنهم موضع استهداف فحسب، بل لأنهم الأكثر تأثيراً. فالشباب بما يملكونه من وعي وثقة في وطنهم وقيادتهم هم المورد الأول في أي مواجهة فكرية، وهم القادرون على تحويل الفكرة إلى طاقة بناء. وعندما يؤكد خطاب المتحدث الرسمي للرئاسة العامة لأمن الدولة أن الرهان مستمر على الشباب، وأنهم العنصر الأهم في أي مواجهة، فهو يرسّخ مفهوماً حديثاً للأمن القومي، يقوم على أن الحماية لا تتحقق فقط عبر الأدوات الصلبة، بل عبر بناء وعي جمعي مندمج في وطنه، ومحصّن بالعمل لا بالانفعال.

ولهذا، فإن دعوة الدولة للشباب بأن ينشغلوا بوطنهم، وأن يكون العمل والإنجاز محور حضورهم، لا تُقرأ بوصفها مطالبة بالصمت أو الانكفاء، بل بوصفها أعلى درجات الثقة. فالدولة لا تطلب من شبابها أن يردّوا على كل خطاب، ولا أن ينجرّوا إلى كل نقاش، بل أن يجعلوا من العمل نفسه رداً، ومن الاستمرار في البناء إجابة عملية على كل محاولات التشكيك.

تلك هي الدولة التي تراهن على شبابها.. رهان واثق، طويل المدى، يدرك أن الاستثمار في الإنسان ليس مجرد خيار اجتماعي، بل أكثر أشكال الأمن استدامة.

In countries governed by the rationality of the state rather than reactionary responses, national security is not understood merely as a security issue, but as an integrated system that begins with the individual, specifically with their awareness. Therefore, youth have never been a social file separate from reality; rather, they remain at the core of the stability equation and the most important safety valve in facing attempts to reshape awareness outside its national context.

The state that bets on its youth does not only address them in times of crisis or call upon them during noise, but builds a long-term relationship based on trust, work, and real opportunities. From this perspective, the leadership's description of Saudi youth as "the true energy and the real force to achieve the vision" is not a celebratory characterization, but rather a definition of the nature of the Saudi project itself: a state project that sees in the awareness of its youth the nucleus of security, and in their integration into the development path a guarantee of stability.

In this context, the state's discourse on the issue of indirect targeting is understood as a conscious diagnosis of the modern challenge, not as populist rhetoric or a momentary reaction. When the official spokesperson for the General Presidency of State Security refers to what he describes as "information invasion" and warns of the dangers of succumbing to ideas that do not align with the national reality, he is not issuing a fleeting warning, but rather providing an essential description of the nature of the threat in an age of open sources and messages: a threat that targets awareness before behavior, and ideas before actions.

Here, one of the most dangerous forms of contemporary challenges emerges, which can be termed soft national hostility. This type of hostility does not take the form of direct antagonism, nor does it raise confrontational slogans; rather, it infiltrates through discourse that appears rational, or through advice presented in a guise of concern, or comparisons posed as realistic. The essence of this discourse is not the critique of policies, but the undermining of trust, and not the accountability of performance, but the weakening of belief in the project itself, by portraying achievements as temporary, ambitions as exaggerations, and transformations as uncalculated adventures.

Soft national hostility does not seek confrontation, but rather confusion. It does not demand rejection, but sows doubt. It does not target the state as an entity, but specifically targets the citizen and the youth as the bearers of meaning and the makers of the future. Its danger lies in the fact that it is not easily discovered, as it works to reinterpret reality outside its context and to dismantle the national narrative quietly and without declaring explicit hostility.

From here, youth become the first line of defense, not only because they are targeted, but because they are the most influential. Youth, with their awareness and confidence in their homeland and leadership, are the primary resource in any intellectual confrontation, and they are capable of transforming ideas into constructive energy. When the official spokesperson for the General Presidency of State Security emphasizes that the bet on youth continues and that they are the most important element in any confrontation, he reinforces a modern concept of national security, based on the idea that protection is not achieved solely through hard tools, but through building a collective awareness integrated into its homeland, and fortified by work rather than reaction.

Therefore, the state's call for youth to engage with their homeland and to make work and achievement the focus of their presence is not to be read as a demand for silence or retreat, but as the highest degree of trust. The state does not ask its youth to respond to every discourse, nor to be drawn into every discussion, but to make work itself a response, and to continue building as a practical answer to all attempts at skepticism.

This is the state that bets on its youth... a confident, long-term bet that understands that investing in people is not just a social choice, but one of the most sustainable forms of security.
