حدد مجلس النواب العراقي يوم 11 أبريل القادم موعداً لعقد جلسة انتخاب رئيس جديد، فيما منح «الإطار التنسيقي»، الكتل النيابية الأكبر في البرلمان، القوى الكردية، مهلة نهائية مدتها 10 أيام للتوافق على مرشح لرئاسة الجمهورية.

اجتماعات مكثفة لإنهاء الانسداد السياسي

وبحثت قوى «الإطار التنسيقي» خلال اجتماع، الأحد، مجموعة من القضايا، بينها رسالة ​رئيس الحزب ​الديمقراطي الكردستاني الرئيس السابق للإقليم مسعود بارزاني، التي دعا فيها إلى التريث في عقد جلسة مجلس النواب الخاصة بانتخاب رئيس الجمهورية، بينما قرر الإطار، بحسب بيانه، المضي بعقد الجلسة في حال عدم التوصل إلى اتفاق بشأن المرشحين عند انتهاء المهلة التي حددها للقوى الكردية يوم 8 أبريل.

وعقدت رئاسة البرلمان اجتماعاً موسَعاً مع رؤساء الكتل النيابية، وناقش المجتمعون، ملف انتخاب رئيس الجمهورية، وأهمية المضي في إنجاز الاستحقاق الدستوري، وإنهاء حالة الانسداد السياسي، في ظلِّ الظروف الأمنية والاقتصادية التي تعاني منها البلاد.

19 مرشحا يتنافسون على منصب الرئيس

ويمنح العُرف السياسي منصب رئاسة الجمهورية للمكوّن الكردي، إلا أن الانقسام لا يزال قائماً بين الحزبين الرئيسين، «الاتحاد الوطني الكردستاني» و«الحزب الديمقراطي الكردستاني»، إذ يتمسك كل طرف بمرشحه، ما يعني دخول أي جلسة بمرشحين مختلفين دون اتفاق مسبق.

ويتنافس 19 مرشحاً على منصب رئيس الجمهورية، أبرزهم فؤاد حسين، مرشح «الديمقراطي الكردستاني»، ونزار آميدي، مرشح «الوطني الكردستاني».

وفي حال انتخاب رئيس الجمهورية، وبعد أدائه اليمين الدستورية، تكون أمامه مهلة 15 يوماً لتكليف مرشح الكتلة النيابية الأكثر عدداً بتشكيل الحكومة، وفق للمادة 76 من الدستور، على أن يقدم المرشح المكلّف تشكيلته الوزارية وبرنامجه الحكومي خلال 30 يوماً.

في غضون ذلك، شهد اجتماع الإطار التنسيقي طرح مقترح يقضي بإجراء التصويت لاختيار رئيس وزراء جديد للعراق بشكل سري بين 3 مرشحين، مع إضافة خيار رابع، إلا أن زعيم ائتلاف دولة القانون نوري المالكي طلب إنهاء الاجتماع وتأجيل حسم الملف إلى جلسة لاحقة.

The Iraqi Parliament has set April 11 as the date for a session to elect a new president, while the "Coordination Framework," the largest parliamentary bloc, has given the Kurdish forces a final deadline of 10 days to agree on a candidate for the presidency.

Intensive meetings to end the political stalemate

The forces of the "Coordination Framework" discussed a number of issues during a meeting on Sunday, including a message from the President of the Kurdistan Democratic Party and former president of the region, Masoud Barzani, in which he called for caution in holding the parliamentary session dedicated to electing the president. Meanwhile, the Framework decided, according to its statement, to proceed with holding the session if no agreement is reached on the candidates by the end of the deadline set for the Kurdish forces on April 8.

The presidency of the parliament held an expanded meeting with the heads of parliamentary blocs, where attendees discussed the issue of electing the president, the importance of proceeding with the constitutional entitlement, and ending the political stalemate in light of the security and economic conditions the country is facing.

19 candidates competing for the presidency

Political custom grants the presidency to the Kurdish component, but the division remains between the two main parties, the "Patriotic Union of Kurdistan" and the "Kurdistan Democratic Party," as each side insists on its candidate, which means entering any session with different candidates without prior agreement.

Nineteen candidates are competing for the presidency, the most notable of whom are Fuad Hussein, the candidate of the "Kurdistan Democratic Party," and Nizar Amidi, the candidate of the "Patriotic Union of Kurdistan."

If the president is elected, and after taking the constitutional oath, he has a period of 15 days to assign the candidate of the largest parliamentary bloc to form the government, according to Article 76 of the constitution, with the assigned candidate required to present his ministerial formation and government program within 30 days.

Meanwhile, during the Coordination Framework meeting, a proposal was raised to conduct a secret vote to choose a new Prime Minister for Iraq among 3 candidates, with the addition of a fourth option. However, the leader of the State of Law Coalition, Nouri al-Maliki, requested to end the meeting and postpone the resolution of the issue to a later session.
