أكدت المملكة العربية السعودية أن مواجهة التحديات المائية العالمية تتطلب الانتقال من مرحلة النقاشات إلى تنفيذ حلول عملية على أرض الواقع، عبر تعزيز التكامل بين السياسات والعلوم، ودعم الابتكار، وتوسيع فرص التمويل في قطاع المياه، إلى جانب تطوير آليات تعاون دولية أكثر كفاءة وفاعلية.
ودعت المملكة الدول وصناع القرار والخبراء من مختلف أنحاء العالم إلى المشاركة في المنتدى العالمي الحادي عشر للمياه، الذي تستضيفه الرياض عام 2027، بهدف تعزيز الشراكات النوعية ودعم حلول مبتكرة تسهم في بناء مستقبل مائي أكثر استدامة على المستوى العالمي.
جاء ذلك خلال مشاركة وكيل وزارة البيئة والمياه والزراعة للمياه الدكتور عبد العزيز الشيباني في أعمال المؤتمر الدولي رفيع المستوى الرابع حول العقد الدولي للعمل تحت شعار: المياه من أجل التنمية المستدامة (2018-2028)، على رأس وفد رفيع المستوى، الذي تستضيفه جمهورية طاجيكستان في العاصمة دوشنبة خلال الفترة 25-28 مايو 2026، بتنظيم مشترك بين حكومة طاجيكستان والأمم المتحدة.
ويهدف المؤتمر إلى دعم تنفيذ أهداف العقد الدولي للمياه وتسريع التقدم نحو تحقيق الهدف السادس من أهداف التنمية المستدامة الخاص بالمياه والنظافة الصحية.
وأكد الدكتور الشيباني خلال كلمة المملكة التي ألقاها في الجلسة العامة للمؤتمر تقدير المملكة لحكومة جمهورية طاجيكستان على تنظيم المؤتمر ودورها في إبقاء قضايا المياه ضمن أولويات أجندة التنمية العالمية، مشيراً إلى أن العالم يمر بمرحلة أصبحت فيها تحديات المياه مرتبطة بشكل متزايد بالمخاطر المناخية والتنمية الاقتصادية والأمن الغذائي.
واستعرض جهود المملكة في تطوير قطاع المياه ضمن رؤية المملكة 2030، التي شملت تطوير هيكلة قطاع المياه وحوكمته على طول سلسلة الإمداد، وتعزيز كفاءة الإدارة والتشغيل، وتوسيع مشاريع معالجة وإعادة استخدام المياه، ورفع كفاءة البنية التحتية، وتعزيز مشاركة القطاع الخاص، إضافة إلى ريادة المملكة عالمياً في تقنيات تحلية المياه والاستثمار في الابتكار والبحث والتطوير.
وسلط وكيل الوزارة الضوء على جهود المملكة في تعزيز التعاون الدولي في قطاع المياه، ومن أبرزها إعلان ولي العهد عن تأسيس المنظمة العالمية للمياه في عام 2023، التي تهدف إلى تعزيز التعاون الدولي وتبادل المعرفة والابتكار وبناء القدرات في مختلف مجالات المياه، إضافة إلى توقيع ميثاق المنظمة من قبل 8 دول مؤسسة في مايو 2025، وإطلاق المملكة المركز الدولي لأبحاث المياه خلال مؤتمر الأطراف COP16 في الرياض، ليكون منصة عالمية للبحث العلمي والتعاون والابتكار ودعم السياسات المبنية على الأدلة لمعالجة التحديات المائية الحالية والمستقبلية.
إلى ذلك، تضمن برنامج المؤتمر جلسات افتتاحية وعامة، وجلسات موضوعية تناقش محاور: المياه من أجل الإنسان، والمياه من أجل الازدهار، والمياه من أجل الكوكب، والمياه من أجل التعاون، والمياه في العمليات متعددة الأطراف، والاستثمار في قطاع المياه.
ويُعد المؤتمر منصة دولية رفيعة المستوى تجمع الحكومات والمنظمات الدولية والمؤسسات المالية والقطاع الخاص والخبراء لمناقشة أبرز التحديات والفرص المتعلقة بالمياه، وتعزيز التعاون الدولي، واستعراض الحلول المبتكرة والالتزامات الطوعية ضمن أجندة العمل للمياه، كما يمثل محطة تحضيرية رئيسية لمؤتمر الأمم المتحدة للمياه 2026، إضافة إلى كونه منصة للنقاش حول مستقبل أجندة المياه لما بعد عام 2030.
ويأتي هذا المؤتمر في ظل تزايد الاهتمام الدولي بقضايا المياه بكونها عنصراً محورياً لتحقيق التنمية المستدامة والأمن الغذائي، حيث تسعى مخرجات المؤتمر إلى دعم العمل الدولي المشترك، وتطوير توصيات ومبادرات عملية تسهم في تسريع تحقيق أهداف التنمية المستدامة المتعلقة بالمياه.
The Kingdom of Saudi Arabia has confirmed that addressing global water challenges requires moving from discussions to implementing practical solutions on the ground, by enhancing the integration between policies and sciences, supporting innovation, expanding financing opportunities in the water sector, and developing more efficient and effective international cooperation mechanisms.
The Kingdom called on countries, decision-makers, and experts from around the world to participate in the 11th World Water Forum, which will be hosted in Riyadh in 2027, with the aim of promoting qualitative partnerships and supporting innovative solutions that contribute to building a more sustainable water future globally.
This came during the participation of the Undersecretary of the Ministry of Environment, Water, and Agriculture for Water, Dr. Abdulaziz Al-Shaibani, in the fourth high-level international conference on the International Decade for Action under the slogan: Water for Sustainable Development (2018-2028), leading a high-level delegation, hosted by the Republic of Tajikistan in the capital Dushanbe from May 25-28, 2026, organized jointly by the Government of Tajikistan and the United Nations.
The conference aims to support the implementation of the International Decade for Water and accelerate progress towards achieving the sixth Sustainable Development Goal related to water and sanitation.
Dr. Al-Shaibani emphasized during the Kingdom's speech delivered in the general session of the conference the Kingdom's appreciation to the Government of the Republic of Tajikistan for organizing the conference and its role in keeping water issues among the priorities of the global development agenda, noting that the world is going through a phase where water challenges are increasingly linked to climate risks, economic development, and food security.
He reviewed the Kingdom's efforts in developing the water sector within the Vision 2030 framework, which included restructuring the water sector and its governance along the supply chain, enhancing management and operational efficiency, expanding water treatment and reuse projects, improving infrastructure efficiency, and promoting private sector participation, in addition to the Kingdom's global leadership in water desalination technologies and investment in innovation, research, and development.
The Undersecretary highlighted the Kingdom's efforts in enhancing international cooperation in the water sector, notably the announcement by the Crown Prince to establish the Global Water Organization in 2023, which aims to promote international cooperation, knowledge exchange, innovation, and capacity building in various water fields, in addition to the signing of the organization's charter by 8 founding countries in May 2025, and the launch of the International Water Research Center by the Kingdom during the COP16 conference in Riyadh, to serve as a global platform for scientific research, cooperation, innovation, and supporting evidence-based policies to address current and future water challenges.
Additionally, the conference program included opening and general sessions, and thematic sessions discussing the topics: Water for Humanity, Water for Prosperity, Water for the Planet, Water for Cooperation, Water in Multilateral Processes, and Investment in the Water Sector.
The conference is considered a high-level international platform that brings together governments, international organizations, financial institutions, the private sector, and experts to discuss the most significant challenges and opportunities related to water, enhance international cooperation, and showcase innovative solutions and voluntary commitments within the water action agenda. It also represents a key preparatory stop for the United Nations Water Conference 2026, in addition to being a platform for discussion on the future of the water agenda beyond 2030.
This conference comes amid increasing international interest in water issues as a pivotal element for achieving sustainable development and food security, as the outcomes of the conference aim to support joint international efforts and develop practical recommendations and initiatives that contribute to accelerating the achievement of sustainable development goals related to water.
