طرح رئيس الوزراء العراقي علي الزيدي على الولايات المتحدة الأمريكية إنشاء مشاريع خدمية واستثمارية داخل العراق، تنفذها شركات أمريكية، لضمان نجاح المضي في ملف حصر السلاح بيد الدولة وتسليم الفصائل سلاحها، في مقترح يهدف إلى تحويل ملف السلاح من أزمة أمنية مباشرة إلى تسوية سياسية واقتصادية أوسع من خلال توفير بدائل عملية لعناصر الفصائل، وفي مقدمتها فرص العمل والمشاريع الإنتاجية، بما يخفف من احتمالات التصعيد أو الرفض داخل تلك الجماعات.
جاء طرح الزيدي خلال الاتصال الهاتفي الذي أجراه معه توم براك مبعوث الرئيس الأمريكي دونالد ترمب إلى العراق وسورية، الليلة الماضية.
وقال مصدر في ديوان رئاسة الحكومة العراقية لـ«عكاظ» إن الزيدي طرح على الجانب الأمريكي مقاربة تقوم على إنشاء مشاريع خدمية واستثمارية داخل العراق تنفذها شركات أمريكية مقابل المضي في ملف حصر السلاح بيد الدولة وتسليم الفصائل سلاحها.
وقال المصدر إن المقترح يهدف إلى تحويل ملف السلاح من أزمة أمنية مباشرة إلى تسوية سياسية واقتصادية أوسع من خلال توفير بدائل عملية لعناصر الفصائل، وفي مقدمتها فرص العمل والمشاريع الإنتاجية، بما يخفف من احتمالات التصعيد أو الرفض داخل تلك الجماعات.
وأضاف أن الزيدي يرى أن دخول شركات أمريكية في قطاعات خدمية واستثمارية يمكن أن يمنح الحكومة غطاءً اقتصادياً وسياسياً لتنفيذ خطة تدريجية لنزع السلاح، خصوصاً إذا ارتبطت هذه المشاريع بتشغيل الشباب ودمج جزء من عناصر الفصائل في سوق العمل بدل بقائهم ضمن تشكيلات مسلحة خارج إطار الدولة.
يأتي ذلك بعد تفويض الإطار التنسيقي للزيدي باتخاذ القرارات والإجراءات الكفيلة بحفظ المصالح العليا للبلاد، مع تأييد مشروع حصر السلاح بيد الدولة وفك ارتباط هيئة الحشد الشعبي عن الأطر السياسية والحزبية والاجتماعية، في موقف عدّ عملياً غطاءً سياسياً للزيدي للتحرك في ملف الفصائل.

A source in the Iraqi Prime Minister's office told "Okaz" that Al-Zaydi presented to the American side an approach based on creating service and investment projects within Iraq to be executed by American companies in exchange for proceeding with the issue of restricting weapons to the state and the handover of weapons by the factions.
The source stated that the proposal aims to transform the weapons issue from a direct security crisis into a broader political and economic settlement by providing practical alternatives for faction members, primarily job opportunities and productive projects, which would reduce the chances of escalation or rejection within those groups.
He added that Al-Zaydi believes that the entry of American companies into service and investment sectors could provide the government with an economic and political cover to implement a gradual disarmament plan, especially if these projects are linked to employing youth and integrating some faction members into the labor market instead of remaining within armed formations outside the framework of the state.
This comes after the Coordination Framework authorized Al-Zaydi to make decisions and take measures that would safeguard the country's higher interests, supporting the project of restricting weapons to the state and separating the Popular Mobilization Authority from political, party, and social frameworks, in a position that is practically considered a political cover for Al-Zaydi to act on the factions' file.
