الأولى إقليمياً في الخدمات الحكومية الرقمية

واصلت المملكة ريادتها على مستوى الشرق الأوسط وشمال أفريقيا في مؤشر نضج الخدمات الحكومية الإلكترونية والنقالة لعام 2025، الصادر عن اللجنة الاقتصادية والاجتماعية لغربي آسيا (الإسكوا) التابعة لمنظمة الأمم المتحدة، محافظةً على المركز الأول للمرة الرابعة على التوالي، بنسبة نضج مرتفعة جداً بلغت 99% في التقييم العام للمؤشر، في إنجاز يعكس استدامة نضج الحكومة الرقمية في المملكة وتقدمها المتواصل على المستوى الإقليمي.

وأكد محافظ هيئة الحكومة الرقمية المهندس أحمد بن محمد الصويان، أن تصدر المملكة المؤشر العام يعكس الدعم الذي توليه القيادة الرشيدة لمنظومة الحكومة الرقمية في تطوير نموذج حكومي متكامل يضع المستفيد في مركز الاهتمام، ويعزز تنافسية الاقتصاد الوطني، ويرفع كفاءة الأداء الحكومي وفق نهج مستدام، مشيراً إلى أن هذا الإنجاز يترجم حجم الجهود التي بذلتها الجهات الحكومية في تطوير الإجراءات والمنصات وتبني التقنيات الناشئة والذكاء الاصطناعي؛ لتصبح المملكة نموذجاً عالمياً يُحتذى به في كفاءة ممارسة الأعمال وتنافسية الاقتصاد الرقمي، بما يواكب مستهدفات رؤية 2030.

وتصدرت المملكة المؤشر الذي شمل قياس 17 دولة، واستند إلى تقييم نضج 100 خدمة حكومية ذات أولوية تُقدم للأفراد وقطاع الأعمال عبر المنصات الرقمية والتطبيقات الذكية، وذلك وفق ثلاثة مؤشرات فرعية؛ إذ حصلت على نسبة 100% في مؤشر «توفر الخدمة وتطورها»، ونسبة 99% في مؤشر «استخدام الخدمة ورضا المستخدم عنها»، ونسبة 100% في مؤشر «الوصول إلى الجمهور».

ويعكس هذا التقدم التطور المستمر الذي تشهده الخدمات الحكومية الرقمية في القطاعات الحيوية؛ ففي قطاع الخدمات المدنية عززت المنصات الرقمية سهولة إصدار الوثائق الرسمية، من تجديد جواز السفر والهوية الوطنية وتسجيل المواليد وغيرها، بينما مكّنت الخدمات العدلية المستفيدين من إنجاز العديد من الإجراءات إلكترونياً بكل يسر، وفي القطاع الصحي أسهمت الخدمات الرقمية في إتمام المواعيد الصحية عن بُعد وتسهيل الوصول إلى الخدمات الطبية بكفاءة أعلى، فيما أسهمت الحلول الرقمية في قطاع التخليص الجمركي في تسريع الإجراءات ورفع كفاءة إنجاز المعاملات.

ويعود ذلك إلى تطوير بنية رقمية حكومية متقدمة، وتعزيز تكامل الخدمات بين الجهات الحكومية، ورفع مستوى الشمولية الرقمية وسهولة الوصول للأشخاص ذوي الإعاقة، إلى جانب توظيف البيانات والتقنيات الناشئة والذكاء الاصطناعي لتقديم خدمات أكثر كفاءة واستباقية وموثوقية للمواطن والمقيم والزائر، مع تعزيز أمن النفاذ والقنوات الرقمية بما يضمن خدمات حكومية آمنة وسهلة الوصول للمستفيدين.

ويأتي هذا الإنجاز امتداداً لسلسلة من النتائج المتقدمة التي حققتها السعودية في المؤشرات الدولية، وكان آخرها تحقيق المرتبة الثانية عالمياً في مؤشر نضج الحكومة الرقمية لعام 2025 الصادر عن مجموعة البنك الدولي، ضمن تقييم شمل 197 دولة، إلى جانب اختيار مدينة مقراً للمركز العالمي للحكومة الرقمية بالشراكة مع منظمة الأمم المتحدة؛ لتمكين القدرات في البحث والابتكار وتعزيز التعاون الدولي، بما يعكس مكانة المملكة المتقدمة في مجالات الحكومة الرقمية وتطوير الخدمات الحكومية، تحقيقاً لمستهدفات التنمية المستدامة.

The Kingdom has continued to lead in the Middle East and North Africa in the Electronic and Mobile Government Services Maturity Index for 2025, issued by the Economic and Social Commission for Western Asia (ESCWA) of the United Nations, maintaining the first position for the fourth consecutive time, with a very high maturity rate of 99% in the overall index assessment. This achievement reflects the sustainability of digital government maturity in the Kingdom and its continuous progress at the regional level.

The Governor of the Digital Government Authority, Engineer Ahmed bin Mohammed Al-Suwaian, confirmed that the Kingdom's top position in the overall index reflects the support provided by the wise leadership to the digital government system in developing a comprehensive government model that places the beneficiary at the center of attention, enhances the competitiveness of the national economy, and improves the efficiency of government performance according to a sustainable approach. He pointed out that this achievement translates the magnitude of efforts made by government entities in developing procedures and platforms and adopting emerging technologies and artificial intelligence, making the Kingdom a global model to be emulated in business efficiency and digital economy competitiveness, in line with the targets of Saudi Vision 2030.

The Kingdom topped the index, which included the measurement of 17 countries, and was based on the assessment of the maturity of 100 priority government services provided to individuals and the business sector through digital platforms and smart applications, according to three sub-indicators; it achieved a score of 100% in the "Service Availability and Development" indicator, 99% in the "Service Usage and User Satisfaction" indicator, and 100% in the "Public Access" indicator.

This progress reflects the continuous development witnessed by digital government services in vital sectors; in the civil services sector, digital platforms have enhanced the ease of issuing official documents, such as renewing passports and national IDs and registering births, while judicial services have enabled beneficiaries to complete many procedures electronically with ease. In the health sector, digital services have contributed to completing health appointments remotely and facilitating access to medical services with higher efficiency, while digital solutions in the customs clearance sector have accelerated procedures and improved transaction efficiency.

This is due to the development of an advanced government digital infrastructure, enhancing service integration among government entities, raising the level of digital inclusivity and ease of access for people with disabilities, in addition to utilizing data and emerging technologies and artificial intelligence to provide more efficient, proactive, and reliable services for citizens, residents, and visitors, while enhancing the security of access and digital channels to ensure safe and easily accessible government services for beneficiaries.

This achievement is a continuation of a series of advanced results that Saudi Arabia has achieved in international indicators, the latest of which was attaining the second position globally in the Digital Government Maturity Index for 2025 issued by the World Bank Group, within an assessment that included 197 countries, along with the selection of Riyadh as the headquarters for the Global Digital Government Center in partnership with the United Nations, to empower capabilities in research and innovation and enhance international cooperation, reflecting the Kingdom's advanced position in the fields of digital government and the development of government services, in line with sustainable development targets.
