كشف موقع «أكسيوس» أن وزير الخارجية الأمريكي ماركو روبيو يجري محادثات سرية مع حفيد الزعيم الكوبي راؤول كاسترو، في وقت تمارس فيه الولايات المتحدة ضغوطاً على كوبا.

نقاشات حول المستقبل

وحسب ثلاثة مصادر تحدثت للموقع، فإن هذه المحادثات بين روبيو وراؤول جييرمو رودريجيز كاسترو، تتجاوز القنوات الرسمية للحكومة الكوبية، وتظهر أن إدارة الرئيس دونالد ترمب ترى أن الزعيم الثوري البالغ 94 عاماً «لا يزال صاحب القرار الحقيقي في الجزيرة الشيوعية».

ولم يتحدث روبيو مع الرئيس الكوبي ميجيل دياز-كانيل، أو مع مسؤولين كبار آخرين، إذ ترى واشنطن أنهم «بيروقراطيون حزبيون»، غير قادرين على تخيل أو التفاوض على تغيير حقيقي.

وقال مسؤول رفيع في إدارة ترمب: «لا أصف هذه الأحاديث مع حفيد كاسترو بأنها مفاوضات بقدر ما هي نقاشات حول المستقبل.

النظام يجب أن يرحل

وحسب المصادر، فإن روبيو وفريقه يرون أن الحفيد البالغ 41 عاماً، والدائرة المحيطة به يمثلون شريحة من الكوبيين الأصغر سناً وذوي عقلية أكثر انفتاحاً، وممن يرون أن الشيوعية الثورية فشلت، ويعتقدون بوجود قيمة في التقارب مع الولايات المتحدة.

وأضاف المسؤول أن «موقف الحكومة الأمريكية هو أن النظام يجب أن يرحل. لكن شكل ذلك بالضبط متروك للرئيس ترمب، وهو لم يقرر بعد. وروبيو لا يزال يجري محادثات مع الحفيد».

أزمات وحصار أمريكي

وأفاد «أكسيوس»، بأنه بعد 67 عاماً من العقوبات الأمريكية، وسوء الإدارة في كوبا، يبدو أن الحكومة الشمولية أقرب من أي وقت مضى إلى الانهيار، في وقت تقف فيه البلاد على حافة أزمة إنسانية. ولفت إلى أن شبكة الكهرباء تتعطل، والمستشفيات تقلص العمليات الجراحية، فيما يزداد شح المواد الغذائية والوقود، والسياحة تتراجع، والقمامة تتكدس في الشوارع.

وتفاقمت الأزمات في كوبا بعد أن أمر ترمب في 3 يناير بالمداهمة التي أسفرت عن اعتقال الرئيس الفنزويلي نيكولاس مادورو، الذي كان يزود كوبا بـ«نفط شبه مجاني». وهدد ترمب في 29 يناير، بفرض عقوبات على المكسيك، المورّد النفطي الكبير الآخر لكوبا.

وذكرت المصادر أنه قبل اعتقال الرئيس الفنزويلي نيكولاس مادورو، كان روبيو ومسؤولون ومستشارون آخرون في إدارة ترمب على تواصل مع نخب فنزويلية، على غرار ما يجري الآن مع كوبا.

وكشف مصدر مطلع على المحادثات: «إنهم يبحثون عن (ديلسي) الكوبية»، في إشارة إلى تعاون نائبة الرئيس الفنزويلي ديلسي رودريجيز مع إدارة ترمب.

Axios revealed that U.S. Secretary of State Marco Rubio is holding secret talks with the grandson of Cuban leader Raúl Castro, at a time when the United States is exerting pressure on Cuba.

Discussions about the future

According to three sources who spoke to the site, these talks between Rubio and Raúl Guillermo Rodríguez Castro go beyond the official channels of the Cuban government, indicating that the Trump administration believes the 94-year-old revolutionary leader "is still the real decision-maker on the communist island."

Rubio has not spoken with Cuban President Miguel Díaz-Canel or other senior officials, as Washington views them as "party bureaucrats" incapable of envisioning or negotiating real change.

A senior official in the Trump administration stated: "I wouldn't describe these talks with Castro's grandson as negotiations as much as discussions about the future."

The regime must go

According to the sources, Rubio and his team believe that the 41-year-old grandson and his circle represent a segment of younger, more open-minded Cubans who see that revolutionary communism has failed and believe there is value in rapprochement with the United States.

The official added that "the U.S. government's position is that the regime must go. But exactly how that happens is up to President Trump, and he has not decided yet. Rubio is still having talks with the grandson."

Crises and American blockade

Axios reported that after 67 years of U.S. sanctions and mismanagement in Cuba, the totalitarian government seems closer than ever to collapse, as the country stands on the brink of a humanitarian crisis. It noted that the power grid is failing, hospitals are cutting back on surgeries, while shortages of food and fuel are increasing, tourism is declining, and garbage is piling up in the streets.

The crises in Cuba worsened after Trump ordered the raid on January 3 that led to the arrest of Venezuelan President Nicolás Maduro, who had been supplying Cuba with "quasi-free oil." Trump threatened on January 29 to impose sanctions on Mexico, another major oil supplier to Cuba.

The sources mentioned that before the arrest of Venezuelan President Nicolás Maduro, Rubio and other officials and advisors in the Trump administration were in contact with Venezuelan elites, similar to what is currently happening with Cuba.

An informed source on the talks revealed: "They are looking for the Cuban (Delcy)," referring to the cooperation of Venezuelan Vice President Delcy Rodríguez with the Trump administration.
